Goals for the Webinar • Understand why and how the Native Financial Inclusion Toolkit was created. • Learn how advocates can engage in state and tribal policy development using the Toolkit as a resource. • Hear an example of state and tribal policy advocacy: Making Waves Campaign. • Learn about the federal policy landscape for the coming year. • Understand what this landscape means for Native CDFIs. • See how Native CDFIs can engage in advocacy and stay current with fast moving policy changes. 9

NWAF Financial Inclusion Initiative in Montana • Our experiences in Montana via the Northwest Area Foundation informed the development of the Toolkit. • Support the creation and implementation of a Native American Collateral Support Program: • Supportive state policy champions (Governor and Department of Commerce) make a difference in ensuring passage of legislation. • In bringing in the Native voice and expertise. • In raising public awareness of the need for Native collateral support. • This same supportive infrastructure becomes critical to making sure the program as legislated is successfully implemented and marketed. 11

NWAF Financial Inclusion Initiative in Montana, cont. • Promote the passage of State Children’s Saving Accounts (CSA) legislation: • New policy strategies won’t get traction in a state deficit policy climate. • If state policy is a dead end, take a different approach like the work in partnership with Reach Higher Montana to create a privately-funded statewide CSA. • Consider the creation of a Native American platform within an existing coalition like the Native American Committee of the Montana Financial Education Coalition. • To get tribal resolutions passed we must first build trust with tribal policymakers and this takes time/connections that we didn’t have. 12

NWAF Financial Inclusion Initiative in Montana, cont. • Assist Native nonprofits in implementing Native CSA programs and other financial inclusion strategies: • Native CDFIs may have great financial inclusion programs but lack connections to resources that expand their reach, the FI Initiative made those connections. • NACDC partnership with Reach Higher Montana  16 Native students saved for college and built valuable financial literacy skills. • Engagement of NADC, NACDC and People’s Partner for Community Development as leaders in the Native American Committee of the Montana Financial Education Coalition. 13

Toolkit Description • Designed for Native CDFIs and their advocacy partners and supporters. • Distills the learning around our core activities: • Support the creation of a Native American Collateral Support Program. • Promote the passage of State Children’s Saving Accounts (CSA) legislation. • Assist Native nonprofits in implementing Native CSA programs and other financial inclusion strategies. • Divided in the following components: • Project Results Infographic • Policy & Advocacy Background Information • Native Financial Inclusion Policy Keys to Success • Lessons Learned • With resources throughout 15

How the Toolkit Can be Used • Raise awareness of Native financial inclusion by sharing it via online and social media strategies. • Build state and tribal awareness of the needs for policy change by providing training on the Toolkit: • Webinars • Presentations to tribal councils and other tribal leaders • Meetings with state decision makers • Use it to inform and guide state and tribal advocacy efforts. 16

Making Waves Campaign • Four Bands Community Fund (FBCF), Native CDFI on Cheyenne River Sioux reservation in SD that helps people build strong and sustainable small businesses and increase their financial capability. • Making Waves Campaign: healthy financial management campaign that involved tribal government, community organizations, individuals and families. • Tribal resolution was passed encouraging tribal departments and enterprises, community organizations, schools, and local businesses to work together to remove barriers that are inhibiting financial capability and entrepreneurship. • For more information: http://fourbands.org/programs/for- youth/youth-education/ 18
