The National Association of Builders (NOSTROY) unites self-regulatory organizations based on the membership of parties engaged in construction. The association was established by decision of the First All-Russian Congress of self-regulatory

• rganisations in the construction industry in

accordance with Article 55.20 of the Town-Planning Code of the Russian Federation.

Objectives of the Association:

Representation and protection of public interests of self-regulatory

• rganizations before government and local self-government bodies.

Ensuring interaction of self-regulatory organizations with these bodies and consumers of construction products and services.

Self-regulatory organisations based on the membership of parties engaged in construction are established with the following objectives: prevention of damage caused by defects of construction work; improvement of quality in the execution of construction work; ensuring fulfillment of obligations under construction contracts concluded with the use of competitive methods for identifying suppliers.

The applicant files an application along with a package of supporting documents either with a SRO or directly with Nostroy for inclusion in the National Register of Experts SRO verifies completeness and accuracy of the information provided. In the absence of comments, SRO prepares an application with a unique number for inclusion of the expert in the National Register of Experts and certifies it by the qualified electronic signature. NOSTROY verifies authenticity and validity of the submitted

• documents. In the absence of comments,

the applicant's details are entered in the National Register of Experts.

NOSTROY maintains the National Register of experts in the construction industry. Since July 01, 2017 all construction organizations that are members of SRO are

• bliged to have on their staff at least two construction management experts that are

included in the National register of experts in the construction industry. The goal of the National Register is to determine whether a particular company, SRO member, has qualified experts. A construction management expert is an individual who is entitled, under an employment contract at their primary place of employment, to perform job functions in construction management, and details whereof are included in the National Register of Experts in the Construction Industry.

Maintaining the Unified Register

In accordance with Part 8 of Article 55.20 of the Town-Planning Code of the Russian Federation, one of the main functions of national associations of self-regulatory

register of SRO members. The current form of the unified register was approved by the order №540 of Rostekhnadzor of 19 December 2017.

When a new SRO is being included in the State Register:

Improvement of legislation and methodologies in the field of self-regulation

NOSTROY Expert Council focuses on improvement

• f legislation in the field of construction. It assesses laws

and regulations in the field of town-planning legislation, land relations, engineering and transport infrastructure, promotion of housing construction as well as SROs' activities. Approved conclusions are forwarded to the relevant committees of the State Duma of the Russian Federation, ministries and other interested entities. In 2017, 11 meetings were held, 29 draft laws and regulations were reviewed (including 1 draft federal law), 22 expert reports were approved.

In July 2014, the National Council under the President of the Russian Federation for Vocational Qualifications decided to establish the Council for vocational qualifications in construction on the basis of NOSTROY. The Council consists of representatives of the construction community, leading designers, architects and surveyors, major developers, manufacturers of construction materials, representatives of the leading architectural universities as well as representatives of Rosatom and the Ministry of Construction.

Professional Skills Competitions

National professional skills competition “Stroymaster”

The competition is held as a field contest on construction sites. There are three levels of the competition: regional level (self-regulatory organizations), level of federal districts and national level. The competition is held on the whole territory of Russia. During its existence 5000+ professionals have participated in the contest.

The competition is held in two stages. The first stage is theoretical, it is held at the level of federal districts. The second one is practical and is held at the national level.
