1 An update was provided by Cr Belcher. LMCC is overseeing the project. Council is still negotiating with RFS in relation to access

  • points. DB to keep CCC informed of progress.

2 PC advised that the towers are being erected next week. The concreting works have been half completed. 3 TL24 inspection will take place on Tuesday 27th February 2018, 4pm. CCC Members to meet at Transgrid site office. 4 MMH advised that Zsofia Kennedy has been approved by the Department as an “alternate” community representative for MCA. CORRESPONDENCE Item The correspondence was included on the agenda with one additional item: Date: 9/2/18– PE’s pre-meeting report. CENTENNIAL COAL MANDALONG REPORTS Presentation Comments  A hard copy of the Mandalong Mine Community Consultative Committee Presentation 13 February 2018 was provided to all attendees.  A hard copy of the Mandalong Mine – Land Management Plan (updated 5 February 2018) was provided to all attendees.  TC commented on the community complaint involving the near miss incident between a truck and a school bus on 8/2/18.  DB enquired whether the bus company had lodged a complaint with Centennial. PC advised that they hadn’t.  Community Sponsorship – November 2017-February 2018 MA thanked Centennial for their support for the MCA Christmas

  • Party. There are new residents in the area and it was a great

Blackberry and Lantana will be sprayed (Kleinfelder is the contractor that will be undertaking the works). TC informed the CCC of a horse stuck in a dam on a tenanted Centennial property.  Mandalong Approvals Update  NCLP SSD-5145 MOD 1: Cooranbong main truck movements will now be in relation to the TL24 construction works involving concrete trucks and metal recycling trucks. Action: Request for copy of the Local Land Services Plan. JD to email through link to website. No new FTEs. Existing staff or contractors will be used. GENERAL BUSINESS ITEM COMMENTS  LR apologised to the CCC for being late  MA advised Centennial of what appears to be a compression hump

 DB informed the CCC that LMCC is in legal action with one of its road base suppliers as the product provided is now bulging and Discussion on deterioration of road base caused by recent extreme temperatures. PE advised that there is no subsidence in this area, but will inspect this and cracks near

causing damage to infrastructure.  TC enquired whether Centennial were selling any more properties. PE advised that one had recently been sold on the hill on Mandalong Road and there is another one in Browns Road that will go on the market in the next 4 weeks. There were approximately 3- 4 properties sold in the last 12 months.  PC informed the CCC that the ventilation shaft tenders close 14/2/18. Unsure of when the works will commence, but probably May 2018. Sabina’s corner. PE Completed December 2017 PC advised that a major concreting pour in relation to 34X will see increase in truck movements on 19/3/18 between 7am to 6pm. 24.10.17 – 2 TL24 Tower Inspection An inspection of towers is proposed to be undertaken prior to the February 2018 meeting. PC/MMH 24/2/18 Inspection to be held on Tuesday 27th February 2018 on site at 4pm. MEETING CLOSED 5.35PM TJ advised he will be an apology to the June meeting.

1 Current Mining Status

1.1 Longwall

Longwall 23 commenced in October 2017 and is planned to finish by late February this year. Longwall 24 is then planned to commence operation in mid to late March and extract coal over the next four months, completing extraction during July 2018. Longwall 24 start position is located just to north-west of Tobins Rd as shown in Figure 1. Figure 1 - Mine Plan and Surface Features.

1.2 Development

Maingate 24 has almost completed development for Longwall 24, while Maingate 24A and Tailgate 25 have progressed to approximately half their planned length. The Main Headings have advanced and recently completed the roadways for the commencement of Maingate 25 as shown in Figure 1.

2 Exploration

Surface borehole exploration is in progress within Olney State Forest and is focusing on defining the location the sill near the end of Longwalls 25 to 29. Two boreholes have been completed in this area and another three are planned.

3 Environmental Monitoring

Environmental monitoring has continued at Mandalong, Mandalong South, Cooranbong and Delta as required by the Environmental Protection Licence (EPL 365) and Development Consents DA 97/800, SSD-5144 and SSD-5145. A summary and review of the monitoring results will be presented at the CCC meeting.

3.1 Air Quality Monitoring

Depositional dust monitoring data indicates that dust deposition results for January 2018 range from 0.6 g/m2/mth to 4.0 g/m2/mth. The rolling annual averages for each of the dust gauges to January 2018 are shown in Figure 2. All rolling annual averages are below the 4 g/m2/month criteria.

3.2 Surface Water Quality Monitoring Update

The following parameters, pH, Total Suspended Solids (TSS mg/L), Electrical Conductivity (EC µs/cm) and Oil and Grease (mg/L) are monitored at Licenced Discharge Point LDP001 and LDP002 daily during discharge in accordance with the requirements of Environmental Protection Licence 365. Table 2 and Table 3 show a summary of these results, whilst Figure 3 to Figure 5 are graphical

  • representations. Additional pollutants are required to be monitored monthly during discharge;

4 Planning Approvals

4.1 Mandalong Southern Extension Project

The access road and pads for the ventilation shafts have been completed and Daracon has demobilised from site. The Mandalong Road pavement has continued to be monitored during the period with no reports made to LMCC since the last meeting. The tender for the ventilation shafts commenced in December 2017 and closes 14 February 2018. It is expected that site works for the shafts will commence in May 2018.

4.2 TransGrid TL24 Relocation Project

TransGrid’s Principal Contractor, Zinfra, have been working on site since November 2017 and the program is on schedule. There are eight new tower sites which are all in progress at one of the following stages:

  • Excavation;
  • Formwork;
  • Pouring of concrete;
  • Stripping of formwork;
  • Tower assembly;
  • Tower erection; and
  • Rehabilitation of construction pad.

The construction of the new towers is scheduled to be completed in May 2018. Once the towers are constructed Zinfra will commence the stringing works which will require use of a helicopter at low

  • height. Dates for the helicopter are not yet available, but it is expected that it will be on site for six
  • days. Centennial Mandalong will notify nearby residents when the helicopter dates are known.

Once the new line is operational, there are twelve towers which will be decommissioned and removed and the redundant easement will be relinquished by TransGrid to the landowners. The decommissioning and removal is expected to take place from June 2018 and take approximately two months.

4.3 33 kV Powerline to MSSS

Downer Engineering is still completing its design of the power line route and associated easement and clearing required. A number of options had to be considered where the line crosses existing

  • infrastructure. A final design is expected very soon.

Ecology surveys continued in November and December, as did geotechnical drilling for the pole sites. A heritage survey is planned for April and the RAPs have been informed and are reviewing the heritage methodology. All other assessments will commence as soon as the final design is confirmed.

4.4 TransGrid TL24 Mitigation Works

Mitigation works to retrofit concrete cruciform footings on TL24 Towers 45, 46 and 47 located over Longwalls 22 to 24A was completed in July 2017. Towers 47 and 46 have now been mined beneath by Longwalls 23 and 24 respectively. Subsidence monitoring has been undertaken in accordance

with the approved TransGrid Tower Management Plan and has shown subsidence to be well within the predicted values, with no impact to the two towers observed.

4.5 Cooranbong Modification 1

The Centennial Northern Coal Services modification (SSD-5145 Mod 1) was approved by the Department of Planning & Environment on 25 January 2018. The modification allows Northern Coal Services to:

  • Increase the number of full-time equivalent (FTE) employees based at the Cooranbong Entry

Site from 14 to 60; and

  • Amend the operational noise criteria specified by Condition 2 of Schedule 3 for the privately-
  • wned residences in the vicinity of the Cooranbong Entry Site.

5 Community Contacts

5.1 Mandalong 5.1.1 Mining Notifications

One month mining notifications for Longwalls 23 and 24 have been provided to landowners, Centennial tenants and infrastructure owners prior to mining beneath their property or asset as per PSMPs and Infrastructure Management Plans.

5.1.2 Consultation

Consultation is ongoing with landowners and infrastructure owners affected by current operations for LW22-23 and the recently approved Extraction Plan for LW24-24A.

5.2 Mandalong South

Various contacts with land holders regarding the commencement of the MSSS Access Road construction and quarterly noise monitoring occurred at the end of December 2017.

5.3 Complaints

There were no community complaints received since the October 2017 meeting.

5.4 Sponsorship

6.2 Property Sale

Three properties were sold in 2017, one property along Browns Road and two in Sauls Road. Centennial has sold one property along Mandalong Road this year and a further property is expected to go on the market within the next few months. There is an ongoing commitment to sell properties in Mandalong that are surplus to Centennial’s needs.

MSSS – Mandalong Road Incidents

  • On 10/1/18 at 1:15pm a Coates hire truck with

demountable building pulled down the Ausgrid 240v feeder crossing the road at 604 Mandalong Rd.

  • Power was lost to one residence and restored by 8pm.
  • Investigation found that the total height of the vehicle with

load was 4.4m which is permitted.

  • A 5.0m high load drove under the line on 5 January 2018

without incident.

  • Recent storm activity was the probable cause for reduced

line clearance, with fallen tree limbs nearby.

  • On 8/2/18 Centennial notified TransGrid of a non-

conformance with the Traffic Management Plan when, at 7:48am, a truck and dog was captured on the traffic camera.

  • TransGrid suspended further deliveries that day and

spoke to the driver and the company.

  • On 13/2/18 a resident contacted the Mine regarding the

same truck and reported a near-miss with the school bus.
