OUTLINE FOR TODAY’S DISCUSSION

  • Brief Overview of Innovative Deliveries
  • Fixed Price Variable Scope (FPVS)
  • Alternate Pavement Bidding (APB)
  • Construction Manager/General Contractor (CMGC)
  • Alternate Technical Concepts (ATC’s)
  • Design-Build
  • Detail on Utility Coordination for each
  • Questions
slide-3
SLIDE 3
  • Fixed Price-Variable Scope projects are

intended to maximize the amount of work constructed within a pre-established budget.

  • This method is most effective for projects

where need far outweighs available funding.

  • MDOT has developed three primary types of

FPVS procurements.

slide-4
SLIDE 4
  • Bidding documents include both

pavement designs

  • Concrete vs. HMA
  • Bidders submit a bid based upon their

pavement choice.

slide-5
SLIDE 5
  • Construction Manager/General Contractor

(CMGC)

  • Request for Proposals
  • Scoring based upon responses received
  • Iterative design process
  • Price Negotiations
  • Construction
slide-6
SLIDE 6
  • ATC’s
  • A contracting method that can

incorporate a Bidders innovations and concepts that provide equal or greater value into the bidding process.

slide-7
SLIDE 7
  • Contractor is responsible for the design as

well as the construction

  • Typically there is a Request for Qualifications
  • Followed by a short-listing
  • Confidential One-on-One meetings are held

to discuss ATC’s

  • Low-Bid

SLIDE 8
  • Fixed Price Variable Scope
  • Alternate Pavement Bidding
  • These procurement methods both rely on the

Department to perform the Utility Coordination

slide-9
SLIDE 9
  • CMGC
  • Utility Coordination is the Department’s

responsibility

  • Contractor’s input is valuable and aides in

utility coordination

slide-10
SLIDE 10
  • Alternate Technical Concepts
  • Utility Coordination is the Department’s

responsibility

  • Contractor submits ATC’s
  • ATC’s could impact the utilities more than
  • riginally anticipated
  • Department will need to work with

Contractor and Utilities to identify impacts due to the ATC

slide-11
SLIDE 11
  • Design-Build
  • MDOT Typical Responsibilities – RID
  • Initial Request for Utility Information
  • Receive Utility Plans and prepare for RID
  • Prepare summary of potential conflicts
  • Hold initial meeting with Utilities
  • Discuss the Design-Build process
  • Scope and schedule
  • Discuss potential conflicts
  • Discuss timeframes needed for relocation
  • Work with utilities to identify key personnel
  • Identify any items that require specific

contract language

slide-12
SLIDE 12
  • Design-Build
  • Utility Coordination is the Design-Builder’s

responsibility

  • Suggest a meetings is set up with the Utilities

ASAP

  • Personnel need to be identified and

assigned on both sides (DB’er, Utility, MDOT)

  • Proactive approach
  • Everyone needs to understand the

importance of schedule for DB projects

  • Discuss permit submittal process
  • DB’er needs to keep utilities informed on

design since things change and aren’t final

  • If feasible, look for ways to design around

the utility
