  5. Norwegian Nuclear Decommissioning Presentation Martin Andreasson - CCO Halden 18.06.2020 5

  6. Norw Norwegian gian nuc nuclear lear decommissioning decommissioning (NND) (NND) NND is a governmental agency under the Norwegian Ministry of Trade, Industry and Fisheries, established 2018. Short description of the Norwegian atomic history Main tasks Plan and ensure decommissioning of the norwegian research nuclear reactors. a) Plan and ensure safe management and disposal of norwegian used nuclear b) fuels. Provide solutions for radioactive waste management from other sectors c) (healthcare, industry etc.), where there are no other approved solutions. Manage nuclear infrastructure on behalf of the state. d) Ensure and follow safety regulatory and security aspects at the facilities on site. e) Establish a communication strategy for the whole decomm-process. f) Provide technical design advisory, including an overall-strategy for management g) of norwegian nuclear waste. Participate at relevant international forums in order to develop competence, h) cooperation and experience. 6

  7. Handle the nuclear age heritage Nuclear facilities in Halden Nuclear facilities in Kjeller Existing and future storage, radioactive material 2020 + ~100 yrs Decom Operation Monitoring ~2040 + 300 yrs 7

  8. NND tasks: • Assessment • Mapping • Planning • Building • Demolition • Controlling • Sorting • Processing • Disposal • Finalization • Monitoring 8

  9. Purpose of this market dialog Ole Jakob Ottestad - ICT Manager Halden 18.06.2020 9

  10. Rules of engagement – Market dialogue • NND will share all our information with all participants on an equal basis. • NND will not share information obtained from a supplier to the other participants • NND will use the information obtained during the marked dialogue in our upcoming public procurement process. Any information provided by a supplier that NND can not use in a generalized form in the procurement process, must be clearly marked as such by the supplier. 10

  11. Purpose Decommissioning Assess and plan Dismantle Demolition NND plans to establish efficient methods based Waste management on international best practice and to Sort and implement relevant tools Collect waste Dispose waste process waste to support NND’s main processes Facilities operation and maintenance - Transport waste T 11

  12. Desired market feedback • Suggestions on solid tools and integrations that covers all our process needs. • Suggestions on best way to reuse of NNDs existing data (and tools) in a possible new IT architecture • Suggestions on best practice and any advice for NNDs planned activities that will make establishment and implementation of best-practice-methods and tools more efficient and easy from user perspective. 12

  13. Three main challenges to be aware of 1. Safety comes first - NND’s first priority is to sustain the safety for employees, contractors and for the environment. 2. We need to be able to follow all construction material from inception to final disposal 3. Operation and maintenance of all constructions and facilities need to be carried out alongside the on-site activities within decommissioning on our premises. 13

  14. Important assumptions/guidelines 1. NND aims to reuse international best-practice methods and tools – we aim to procure established work methods with tools support, not the other way around. 2. NND has a number of existing tools that must be factored in when proposing solutions. 14

  15. Other important factors • Use of international IAEA standards E. g. structure of budgets and work packages must follow IAEA guidelines in order to make our work comparable to other decommissioning projects • Reuse NND has a substantial amount of data/information with established tools and systems that we wish to reuse, at the same time NND wants the most efficient processes possible. • External interfaces Most practical work will be performed by sub-contractors, using diverse contract forms – methods and tools must be able to handle this. • Regulatory compliance Business of NND is managed and controlled by license framework, various legislations and regulations. All work processes must be compliant with all requirements, and NND must be able to report to all authorities on conformance to rules, regulations and requirements. 15

  16. NND constructions and facilities are complex 16

  17. Main processes Decommissioning Nuclear decontamination and Planning and preparation Demolition dismantling (D&D) Radioactive waste management (RWM) Waste sorting and Waste storage/ Waste reception treatment Waste disposal Operations and maintenance NND processes are still not finalized and may be subject to change 17

  18. Decommissioning process Nuclear Planning and decontamination Demolition preparation and dismantling (D&D) Decision milestone: ✓ Approved free-classing of Decision milestone: ✓ Approved financing ✓ Approved «Final premises, ref ✓ Approved applications Safety Survey» requirements for ✓ Approved DSA Assessment and Final Decom Plan «Final End-State» application – Atomic act (FDP) ✓ Approved plans for projects and legislation and Plan og waste management Bygningsloven (PBL) ✓ Approved official plans (Municipality etc.)

  19. General guidelines The list is not exhaustive • Based on relevant local and international standards Compliant with Norwegian regulatory – legislation, licensing framework and regulations. • • NND aims to use BIM during mapping, planning and operation Possibility for mobile solutions with real-time update, used on-site – e.g. smartphone and Ipad apps • Ease of use – user friendly solutions – low barrier to enter for all user categories • • Integrations towards multitude of solutions preferable, emphasis on ease of integration • Reuse of data between functions and solutions. Flexibility – ease of change to accommodate changes in processes, regulations, official requirements • • Part of the information to be processed will be covered by Act relating to Protective Security Services (“ Sikkerhetsloven ”) and Act on Radiation Protection and Use of Radiation (“ Atomenergiloven ”). The solutions must be able to handle this. • NND has a large number of control reports to be sent to Norwegian authorities regarding waste management, radiation, doses, transport etc. NND is looking for solutions that help to ease this kind of tasks. • The IT tools must be able to follow the full life-cycle of materials used at site constructions and facilities. • NND aims to implement a solution that links together operations/maintenance-process and the decommissioning process. • NND plans to build new constructions/facilities. NND aims to use the same tools to support planning and building as well as decommissioning. 19

  20. Regulations and rules that the processes need to cater for The list is not exhaustive • • Atomenergiloven (Act on Radiation Protection and Use of Norske standarder for bygg og anlegg, blant annet Radiation) (Norwegian standards): • NS 2451 – Bygningsdelstabellen • Sikkerhetsloven(Act relating to Protective Security Services ) • NS 3424:2012 med veileder • Beskyttelsesinstruksene (Information protection instruction) • NS-EN 16096 Fredede og vernede bygninger • NS/TS 3456:2018 • Strålevernsloven med forskrifter (Regulations on Radiation • NS 8407 - Totalentreprise Protection and Use of Radiation) • Teknisk forskrift, TEK 17 og tidligere versjoner (Regulations • Interne strålevernsreglement (Internal regulations on on technical requirements for building works) radiation protection) • Normer og forskrifter for elektriske anlegg (over og under • Arbeidsmiljøloven (Working Environment Act) 1kV) (Requirements for electrical installations) • Forurensningsloven (Act Concerning Protection Against Pollution and Concerning Waste) • Plan- og bygningsloven(The Planning and Building Act) • Avfallsforskriften (Waste Regulations) • DSA konsesjonsvilkår (Regulator requirements) • Føringer og ønsker fra IAEA ifm dekommisjonering(eksempelvis ISDC) (IAEA requirements) 20
