03 Smart Motorways Scheme

• Connectivity ¡is ¡a ¡key ¡issue ¡for ¡the ¡Solent ¡ ¡
• The ¡Solent’s ¡motorways ¡are ¡key ¡links ¡for ¡freight ¡

movements ¡ between ¡ the ¡ south ¡ coast ¡ ports, ¡ production ¡ centres ¡ and ¡ consumer ¡ markets ¡ further ¡ north, ¡ as ¡ well ¡ as ¡ providing ¡ road ¡ connections ¡to ¡London ¡

• However, ¡ our ¡ road ¡ network ¡ is ¡ weak ¡ -­‑ ¡ average ¡

vehicle ¡speeds ¡are ¡32% ¡lower ¡than ¡the ¡national ¡ average ¡

• The ¡ Solent ¡ Strategic ¡ Transport ¡ Investment ¡ Plan ¡

details ¡the ¡analysis ¡that ¡total ¡car ¡trips ¡will ¡grow ¡ by ¡around ¡13% ¡by ¡2026 ¡and ¡that ¡total ¡time ¡lost ¡ in ¡delays ¡will ¡increase ¡by ¡more ¡than ¡50% ¡

• Therefore ¡ the ¡ region ¡ needs ¡ a ¡ modern ¡ and ¡

resilient ¡ transport ¡ network ¡ that ¡ can ¡ enable ¡ the ¡ region ¡to ¡fulfil ¡its ¡economic ¡potential ¡

M27 J4-J11 - About the scheme

▪ Between junction 4 (M3 interchange) and junction 11 (Fareham) will be upgraded to a Smart Motorway ▪ The scheme is 24km (15 miles) long ▪ All links between J4 to 11 to be upgraded to Smart Motorway (consistent) ▪ The hardshoulders will be permanently converted to create a 4 lane ‘All Lane Running’ Smart Motorway ▪ J7 to 8 hardshoulder will be retained, 4 lane running exists ▪ New technology signs and signals and new emergency refuge areas www.highways.gov.uk/m27-j4-11-smart-motorway
