  3. The Coronavirus Relief Fund - CARES Act  Funds are limited to eligible expenses that— 1. Are necessary expenditures incurred due to COVID ‐ 19 2. Were not accounted for in the budget most recently approved as of March 27, 2020 3. Were incurred during the period that began March 1, 2020 and ends on December 30, 2020 3

  4. CARES Funding Agreement  Executed on June 23, 2020 with Florida Department of Emergency Management and Manatee County  Phase 1 CARES Fund allocation = $17.5 M  Phase 1 funds must be expended by September 30, 2020  Phase 2 funds will be obtained by reimbursement 4

  5. Proposed Funding and Allocations Public Health/Safety 30% Funding will provide financial recovery assistance Economic Recovery 30% through the programs listed below. The programs may be amended from time to Community Health and Wellbeing 30% time based on unexpected needs and availability of funds. Eligibility is based on a pre ‐ certification process. Government and Community Facilities 10% 5

  6. Community Health and Wellbeing Designated to protect the health and wellbeing of Manatee County residents by ensuring adherence to Federal and State COVID ‐ 19 Orders and CDC guidelines to mitigate the spread of COVID ‐ 19. 6

Community Health and Wellbeing  Up to 500 applications accepted  Used for eligible expenditures between August 3 – December 4, 2020  Three funding programs:  Program 1: A one ‐ time $5,000 grant for personal protective equipment (PPE) and for social distancing or other CDC compliance items,  Program 2: To expand an existing program or create a new program based upon the need for services related to the COVID ‐ 19 pandemic,  Program 3: To expand an existing program or create a new program that assists Manatee County residents recover from the COVID ‐ 19 pandemic. 7

  8. Who is Eligible? Applicant must meet the following criteria:  Nonprofit operating and registered with the State of Florida as a 501(c)(3) or a 501(c)(6),  Nonprofits serving Manatee County residents and located in Manatee County or an adjacent county,  Programs must be related to impacts of the COVID ‐ 19 pandemic,  Nonprofits who are homebased  Must disclose how much was allocated to the nonprofit from SBA Economic Injury Disaster Loan (EIDL) or Paycheck Protection Program (PPP) or any other source of CARES funds including from another County for Manatee County based employees and services. 8

Eligible Uses of Grant Funds – Program 1  Costs for PPE (face masks, respirators, gloves, face shields, eye protection, gowns, hand sanitizer with alcohol content greater than 60 %, disinfecting products identified on US EPA’s website: https://www.epa.gov/pesticide ‐ registration/list ‐ n ‐ disinfectants ‐ use ‐ against ‐ sars ‐ cov ‐ 2 ‐ covid ‐ 19),  Reconfiguration for social distancing (glass partitions, etc.),  Other equipment to comply with CDC guidelines. 9

Eligible Uses of Grant Funds – Program 2  COVID ‐ 19 testing, antibodies testing and contact tracing,  Design, translation and promotion of COVID ‐ 19 communications for diverse communities,  Training for nonprofits, business organizations and community service providers to ensure effective COVID ‐ 19 disinfecting and sanitizing practices  PPE kits for community service providers and nonprofits to give to residents  Disinfecting / sanitizing public areas  Facilitating online learning including technology  Other 10

Eligible Uses of Grant Funds – Program 3  Payment of delinquent rent or mortgage and utilities for residents of Manatee County to avoid foreclosure or eviction,  Food distribution that reaches residents of Manatee County,  Temporary payments for childcare or camps to assist parents returning to work,  Programs to meet social, medical, and educational needs resulting from COVID ‐ 19. 11

  12. Documents Needed  Completed application form  Completed IRS form W ‐ 9  Executed Agreement with Manatee County to be completed after application approval  Proof of 501c3 or 501c6 Status  Proof of the nonprofit’s location in or adjacent to Manatee County 12

Applicant Responsibility  Register on Neighborly Portal,  Complete all sections of application form,  Upload all documents from prior slide (images to be clear and legible),  Click “Submit” in the application upon completion,  Promptly respond to requests for information needed to process the application. 13

  14. Applicant Responsibility – Post Approval  Sign and submit all required documents including the  CARES Act Nonprofit Grant Agreement  Submit payment requests with supplemental information including  Reports after the delivery of program services  Any requested supporting documentation 14
