Official Norwegian Report NOU 2013: 10 Natural benefits – on the values of ecosystem services Report from an expert commission appointed by the Norwegian Government August 2013 • Expert commission appointed by the Government • 12 members (expertise, gender, geography) • A fixed period of time (October 2011 – August 2013) • No interference from the government during the process • Recommendations to the Government on policies and measures ----------<election and new cabinet>------- The Ministry organized a broad public consultation among stakeholders - 50 answers to the hearing Consideration of follow-up in the Ministry
Key follow-up areas • Strengthen the knowledge base – Norwegian research agenda – Testing the approach at local scales • Development of socioeconomic tools • Active participation on international work for development of accounting systems and indicators (UN-STAT/TEEB, waves) • Increasing communication and outreach (ecosystem services, values)
How to get the policy decisions: • Some issues will be addressed in the NBSAP (responsibility of the ministry of climate and environment) • Some issues are “owned” by the ministry of finance and has to be addressed by them • Some issues with obvious conflict of interest to different sectors (ref consultation process): – agro & forest subsidies – Green certificates in energy production
