How to get the policy decisions:

• Some issues will be addressed in the NBSAP

(responsibility of the ministry of climate and environment)

• Some issues are “owned” by the ministry of

finance and has to be addressed by them

• Some issues with obvious conflict of interest

to different sectors (ref consultation process):

– agro & forest subsidies – Green certificates in energy production

ES should be integrated by 2018:

• sustainable development indicators,
• planning by public authorities
• design of economic instruments
• private sector, innovations and standards

Immediate measures:

• Appointment of National coordinator

• Guidance on ecosystem assessment for authorities

A learning approach:
