Main Jail East Background

  • On December 17, 2015, The County of Santa Clara received

a conditional award of $80 million towards the construction

  • f a new jail program treatment facility.
  • On February 23, 2016, The County of Santa Clara Board of

Supervisors approved the plan to finance the new $281 million facility and to accept award of the $80 million grant from the State SB 863 Jail Construction funding

  • pportunity.

Main Jail East Background

  • The project consists of a new 7-story 200,000+ square feet facility located
  • n the existing Main Jail North parking lot at the corner of West Hedding

and San Pedro.

  • The facility’s objective is to reduce the need for bed space through

treatment.

  • Replace deteriorating housing with educational, vocational, and

rehabilitation treatment beds

  • Increase the number of mental health treatment beds and substance

use treatment services

  • Build a medium/high-medium security facility which provides Re-

entry Services, Mental Health Treatment, and Inmate Program Space

Community Outreach and Input into Main Jail East

  • On November 18, 2015, a presentation was made to the

Faith Based Reentry Collaborative group.

  • On January 19,2016, the County hosted a community

meeting and received input from the community including the need for in-person visitation and sufficient mental health beds.

  • On August 9, 2016, a presentation was made to the San Jose

chapter of SPUR, a non profit planning and urban research association.

  • Based on community input, the project ensures:
  • sufficient mental health beds in the new facility
  • visitation:
  • video
  • in person non contact
  • consideration of in-person contact visitation
  • facility does not add unnecessary beds
  • additional space added for:
  • dental clinics, ophthalmology/optometry clinics,

physical therapy

  • surgical clinic, and potential dialysis treatment

Main Jail East Actions

  • The project execution strategy to construct the facility is a

Design-Build process (DB).

  • On May 24, 2016, the Architectural Firm AECOM, was

awarded a Professional Services Agreement to develop the bridging documents.

  • On June 21, 2016, the Construction Management firm of

Layton Construction, was awarded a Professional Services Agreement.

Programming

  • To date, the County has held numerous programming

sessions with the Office of the Sheriff, Custody Health Services, the County Executive’s Office, and Facilities and Fleet to develop the criteria for the new facility.

  • Phase 1 of the programming efforts (defining the space

needs) was completed on August 15, 2016.

  • Phase 2 which consists of the development of the bridging

documents is anticipated to complete Winter of 2016.

Facility Goals

  • Provide for program and treatment spaces
  • Americans with Disabilities Act (ADA)

– New facility, including all inmate access areas, will be compliant with ADA – Goal is to provide 10% ADA inmate housing in lieu of required 3% housing ratio

  • Provide for Direct and Indirect Supervision
  • Provide for a facility with efficient staffing
  • Provide for a maintenance efficient facility with utility chase
  • Promote good urban design

Proposed facility

  • Total 815 beds
  • 105 beds dedicated to behavior health management
  • 360 beds dedicated to behavioral health management step down (special

management housing)

  • 180 beds dedicated to re-entry general population housing
  • 170 beds dedicated to general population housing
  • one floor dedicated to housing female inmates
  • suicide resistant cells incorporated into the design
  • 10% of the cells will be ADA compliant

Issues Addressed by Proposal

  • Current lack of mental health bed space for those diagnosed with

Serious Mental Illness and Behavioral Health Diagnosis

  • New facility to include behavioral health management treatment

housing with dedicated classroom and treatment space

  • New facility also to include 360-bed “step down” mental health beds

to provide continuation of mental health therapy and observation

  • Facility includes treatment and program space, and incorporates

community classrooms on each housing floor

  • Will establish a Re-entry Services floor for male and female inmates

with 90 days or less remaining in custody to receive intensified programming and services

Operational Changes

  • New facility to utilize the teams funded for behavioral health and substance

use treatment

  • New 815 bed facility will replace 797 jail beds
  • Adds a total of 18 rated beds in the system, post demolition of Main Jail

South

  • Shifts some inmates from Elmwood Complex to the New Jail
  • Centralizes inmates within 90 days of release to Re-Entry Housing Units

at the New Jail

  • Current lack of mental health bed space for those diagnosed with Serious

Mental Illness and Behavioral Health Diagnosis and also provide some medical and dental services as well

  • maximum observation into all cell

Site Logistics

  • Site is constrained
  • Anticipate use of garage (600

stalls) to offset loss parking at West Wing and for construction teams.

  • Cranes may be staged at west

side of west wing parking lot

  • Use of County garage space

will save $10,000,000. Will resurface 5th floor after project due to wear and tear

  • Winter 2016—Board to see schematic plans and when

facility design options must be confirmed as BOS considers request to advertise for Design Build contractor RFP

  • Spring 2017—Design Build Contractor selected and

awarded bid by BOS

  • Summer 2017—Start Construction
  • Spring 2020—Complete Construction and occupy facility

within 90 days of completion
