Site Background/the Vision

The ‘VISION’: The varying nature of the site’s constraints will provide a range of superb opportunities to create a stunning local neighbourhood development that is ‘Of Abbotskerswell’ . The creation of a mix of building sizes, shapes and tenures arranged to refm ect established settlement patterns will provide a positive and natural extension to the existing settlement. A unique opportunity to provide a vast area for residents and the wider community for socializing, dog walking and an ecology rich woodland glade will stand out as a key community benefj t that Linden are proud to ofg er. The appearance of the dwellings will be designed to refm ect the historic and local distinctiveness

  • f Abbotskerswell, using locally recognizable

materials, boundary treatments and landscaping; to contribute to delivering a high quality living environment. The Background & Planning Policy Position: The planning policy context for this proposal is set nationally by the National Planning Policy Framework and locally by the emerging Teignbridge Local Plan (2013 – 2033). The former document expects local planning authorities to boost signifj cantly the supply

  • f housing. The latter document is nearing

adoption following a recent examination by an independent inspector. Policy S4 of the emerging Local Plan requires the provision of 12,400 dwellings in Teignbridge in the period 2013 to2033. Much of this growth is expected in the main towns, such as Newton Abbot, Dawlish and Teignmouth for example. However, policy S21 identifj es a number of villages including Abbotskerswell where there is access to a good range of services and where there will be limited development meeting their social and economic needs, and protecting their rural character. This can be, although not exclusively, through a Neighbourhood Plan. It is this policy context that informs this proposal.

Existing residents amenity protected. Site and Context Provision of an attractive high quality managed woodland glade, for general recreation, outdoor meeting spaces and Ecology purposes. North East and part of Northern boundary kept free of development to allow a ‘Strategic Flyway’ for bats and to keep development from peircing the skyline. Most hedgerows and trees to be retained and where possible replaced or enhanced.

Proposed Passing Bay

ACCESS: The site will be accessed from a new priority junction directly onto Manor Road in the north of the village. A new footway will be provided from the access linking to the village in the east. Manor Road currently has narrow sections and very low levels of traffj c movements. To accommodate any increase in traffj c using Manor Road and provide improvements for existing users, a series of vehicle passing bays and minor carriageway widening works are possible. This would approximately double the length of Manor Road which is passable by two vehicles and provide improved pedestrian refuges to improve road safety for all users. We are keen to hear views on this as it is not an essential part of the proposals. Extra parking can be made available on the site to help alleviate the on street parking issues on Manor Road and in the village. FLOODING: This development is not in a Flood Zone so new residents of the site will not be at risk of fm

  • oding. A

key requirement for all new developments is to ensure that fm

  • od risk elsewhere is not increased as a result of

the development. This minimum requirement is achieved at Manor Road by storing surface water runofg from the newly developed area and discharging into the watercourse at the same rate as existing conditions. However there are known fm

  • oding issues already

downstream of the site within the village. This is currently caused by rapid runofg from land and roads to the north via Firestone Lane which discharges via a constricted fm

  • wpath through the village.

Therefore extra measures in the form of extreme event fm

  • od storage and new gullies will be provided as part
  • f the new development to intercept this rapid runofg

at the top of the site thereby reducing the rate it enters the watercourse running through the site. This will then in turn reduce the volume of water leaving the site at the bottom and decrease the frequency of fm

  • oding in the village compared to the

present undeveloped situation while maintaining a constant regulated fm

Landscape & Ecology

The site does not lie within a designated site of importance for nature conservation, although most of the site lies within a fm ight corridor for greater horseshoe bats, as identifj ed by Natural England. The site contains semi-improved neutral grassland and bramble scrub bordered by hedgerows and a stream. Protected species recorded within the site include slow-worm, grass snake and dormouse. The site also provides habitat for nesting birds, feeding bats and insects such as the great green bush cricket. The northern hedgerow is the principal movement corridor for bats, including greater horseshoe bat. The proposed development would retain and protect the stream corridor and the majority of the hedgerows, including the northern

  • hedgerow. An extensive wildlife and

amenity area would be created on the western part of the site, which would include woodland, wetland and glades. Trees, hedgerows, wildfm

  • wer grassland

and wetland would also be created within the eastern part of the site. Bird and bat boxes would be installed on buildings and in retained habitats. An Ecological Impact Assessment Report will be submitted with the planning application, which will detail in full the ecological baseline, assessment

  • f impacts and proposed mitigation

and enhancement measures for the development. A Landscape and Ecological Management Strategy will also be submitted, which will ensure the long-term success of the wildlife proposals.

The Masterplan provided a framework for the laying out of future development proposals to create this exciting new neighbourhood opportunity.

The plan shown here has been developed further to show how buildings and spaces would be arranged on the site and to achieve an appropriate relationship with the site’s surroundings and respond to the site unique characteristics. The land within the site will deliver a residential development that may provide up to 55 dwellings but also a signifj cant area set aside as a woodland glade & amenity area. The key features of the development are: Primary vehicular access is to be gained via ManorRoad. Potential for an area to be set aside and made available to the wider community for parking. Enhancement of the existing brook Opportunites for areas for management of the surface water drainage for the site. Creation of a unique amenity area for informal play at the pinnacle of the site. Lower building heights will be used on the upper slopes to minimise impact of the important sky line, also where existing properties adjacent to the site are lower. Creation of streets and spaces that echo the unique characterstics of Abbotskerswell. The site will contain predominantly detached and semi detached properties and wil allow high levels of landscape treatment in this
