T?  Request from citizens through the county engineer’s office  Area of the LID is determined by citizens, engineer and assessor working together  County engineer does a very rough approximation of costs – Need to include administrative costs – Hopefully it is the ‘high bid’

  16. continued  RFP’s are reviewed – Winner is accepted  Final cost projections are tabulated – RFP is sent to bank for bidding on financing  Compare rate & terms – select bank – Lot assessments are calculated  Word of caution: determine status of lots with zero density – Letter mailed to all property owners indicating total cost, cost per lot, interest rate, annual payment amount if paid over life of LID.

TI TIMELINE MELINE  YEAR 1 – Establish LID and have November election – Petition MUST be in county’s hands by end of May if ballot question is to be on November General Election ballot of the same year  Needs preplanning by interested citizens to meet May deadline – Develop scope of work, draft letter to property owners, meet public noticing requirements – Hire engineering firm to develop design and construction drawings

  21. TI TIMELINE MELINE  YEAR 2 – February: Bid project for construction management and construction – June: Start construction – September: Complete Construction – October: Set final per lot assessment based on actual costs
