What is INOGATE ? • INOGATE is an EU-funded programme of Energy Co-operation between the EU and the following 11 Partner Countries (PCs): Armenia, Azerbaijan, Belarus, Georgia, Moldova, Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan and Uzbekistan. • PCs = beneficiaries of INOGATE programme • Turkey is also considered an INOGATE PC (being invited to all INOGATE meetings) but is not included as the beneficiary of the ITS project. • Russia is also being invited but only as an observer.

  5. INOGATE Programme Objectives • INOGATE supports Energy Policy co-ordination between the EU and the Partner Countries (PCs). • They all agreed to co-operate towards achieving the following 4 main objectives.

  6. INOGATE Programme Objectives 1. Support the convergence of energy markets on the basis of the EC internal market principles, while taking into account the specifics of the PCs. 2. Increase energy security through addressing the issues of energy supply and demand, energy exports/imports, diversification of energy supplies and transit. 3. Develop sustainable energy, through increasing energy efficiency and the use of renewable energy sources. 4. Attract new investments for large energy projects of the common interest of the EU and the Partner Countries.

  7. INOGATE Technical Secretariat (ITS) • INOGATE Energy Co-operation programme is co- ordinated by INOGATE Technical Secretariat (ITS) . • In 2012, European Commission (EC) launched a three-year technical assistance project, aiming to set up and support the ITS. • Full official name of this new EU-funded project is “INOGATE Technical Secretariat and Integrated Programme in support of the Baku Initiative and the Eastern Partnership energy objectives”. • The project is also known as “INOGATE Technical Secretariat (ITS)”. Or simply the “ITS Project”.

ITS project • ITS project budget: € 16.5 million • Duration: 36 months (3 years) February 2012 – January 2015) • ITS project includes 11 INOGATE Partner Countries (= all, except Turkey). • ITS project is implemented by the European consortium of 8 organisations experienced in the energy sector. • Consortium is led by Ramboll of Denmark.

  16. ITS Project Objectives • The overall project objective is to support progress of INOGATE Partner Countries (PCs) in achieving the goals of the Baku Initiative and the energy objectives of the Eastern Partnership. • The project will support also the following specific objectives.

ITS Project Objectives Component A – INOGATE Technical Secretariat (ITS):  Reduction in dependency on energy imports in the Partner Countries (PCs).  Reduction in their dependency on the fossil fuels .  Improvement in the security of their energy supplies.  Overall mitigation of the climate change .

ITS Project Objectives Component B – Electricity and Gas:  Achieve further approximation with the EU of the Partner Countries’ legislation in the field of energy , including further harmonisation of electricity and gas standards.  Improve conditions for the energy trade in the field of electricity and gas.  Improve efficiency of electricity and gas infrastructures.

  19. ITS Project Objectives Component C – Sustainable Energy:  Increase national and EU investments with the focus on reducing administrative and legal barriers in Partner Countries, through  improved capacity of the relevant ministries and agencies,  networking , and  knowledge transfer .

ITS Project Objectives Component D – Energy statistics:  To support capacity building of the national statistical institutes in the Partner Countries (PCs).  To enhance focus on the energy statistics.  To improve networking of energy statisticians.  Awareness raising.  Monitoring of the Baku Initiative and the Eastern Partnership objectives regarding energy statistics.

Activities/Deliverables/Results Component A - ITS: • Set-up of ITS Institutional Infrastructure. • Organisation of Events in INOGATE Institutional Framework. • Reporting – There will be 3 Status Reports and 3 Annual Reports(2011, 2012, 2013). • Communication Strategy – 11 Partner Countries. • Communication Action Plans, updated web portal and new dissemination tools. • 6 editions of bi- annual WP and ‘Achievements Data’ and information collection system.
