What is INOGATE ?

  • INOGATE is an EU-funded programme of Energy

Co-operation between the EU and the following 11 Partner Countries (PCs): Armenia, Azerbaijan, Belarus, Georgia, Moldova, Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan and Uzbekistan.

  • PCs = beneficiaries of INOGATE programme
  • Turkey is also considered an INOGATE PC (being

invited to all INOGATE meetings) but is not included as the beneficiary of the ITS project.

  • Russia is also being invited but only as an
  • bserver.

INOGATE Programme Objectives

  • INOGATE supports Energy Policy co-ordination

between the EU and the Partner Countries (PCs).

  • They all agreed to co-operate towards achieving

the following 4 main objectives.

INOGATE Programme Objectives

1. Support the convergence of energy markets on the basis

  • f the EC internal market principles, while taking into

account the specifics of the PCs. 2. Increase energy security through addressing the issues

  • f energy supply and demand, energy exports/imports,

diversification of energy supplies and transit. 3. Develop sustainable energy, through increasing energy efficiency and the use of renewable energy sources. 4. Attract new investments for large energy projects of the common interest of the EU and the Partner Countries.

INOGATE Technical Secretariat (ITS)

  • INOGATE Energy Co-operation programme is co-
  • rdinated by INOGATE Technical Secretariat (ITS).
  • In 2012, European Commission (EC) launched a

three-year technical assistance project, aiming to set up and support the ITS.

  • Full official name of this new EU-funded project is

“INOGATE Technical Secretariat and Integrated Programme in support of the Baku Initiative and the Eastern Partnership energy objectives”.

  • The project is also known as “INOGATE Technical

Secretariat (ITS)”. Or simply the “ITS Project”.

  • ITS project budget: € 16.5 million
  • Duration: 36 months (3 years)

February 2012 – January 2015)

  • ITS project includes 11 INOGATE Partner

Countries (= all, except Turkey).

  • ITS project is implemented by the European

consortium of 8 organisations experienced in the energy sector.

  • Consortium is led by Ramboll of Denmark.
