Formal procedure by which an accredited or authorized person or agency assesses and verifies (and attests in writing by issuing a certificate) the attributes, characteristics, quality, qualification, or status

Compliance of standards implementation is executed by Certification Bodies which are authorized through their accreditation by Accreditation Bodies to carry out such audits and issue the relevant certificates of compliance. The assessment carried out by the Accreditation Bodies is made on the basis of internationally recognized standards:

Calibration and Testing Laboratories – which also have to be accredited by National, European or International Accreditation Bodies – have a prominent place in the process of inspection - certification in construction projects. Their test results are evaluated by the Certification Bodies.

Certification in Public Works includes two major compliance controls: 1. Certification of design and construction companies based on internationally renowned Management Systems: 

• ISO 9001 (Quality)

• ISO OHSAS 18001/45001 (Health and Safety at Work)

• ISO 39001 (Road Safety)

• ISO 27001 (IT Security)

• ISO 37001 (Anti-bribery Systems)

Inspection of construction / works, which includes:  Approval of Project Quality Plans  Inspection and approval of the materials incorporated in the project  Approval of methodologies and manufacturing procedures for a ll stages considered critical during manufacture, with IPT Inspection Test Plans  Approval of safe working methods in all construction phases  Inspection of material and equipment producers with Inspections

• f their production facilities(shop inspection)

 Creation of documentation files with the completion of Production Controls  Evaluation of laboratory results

2. Inspection of construction / works, which includes (cont.): Environmental inspections during construction including:  Record of all hazardous materials in the project through Material Safety Data Sheets (MSDS)  Evaluation of laboratory results  Observation of environmental terms  Documentation of the management of excavation products  Documentation of the management of recycled materials (solid and liquid wastes and gaseous effluents)

• 4. What does public works certification involve?

Note All manufacturers producing building materials which have to be CE marked under Regulation 305 must present relevant certifications in accordance with the European Standards.

certification/ Inspection?

Certification of design and construction companies  large construction schemes  small and medium-sized construction schemes Inspection of construction / works  Mostly by the Contractors themselves on a very limited scale by the Contracting Authorities  Low participation of Certification Bodies ⇒ lack of recognition, validity and impartiality CE Marking of construction products  Certifications widely implemented mainly due to the mandatory application of CE marking (Regulation 305)

• 6. Is there a legal framework for the financial sources of the

implementation of inspections / certifications? Law 4412, Article 158:  Provision for the carrying out of such audits/ inspections  Maximum 2% of the budget of the project (Joint Ministerial Decision pending on the implementation )

Certification / Inspection work = sub-project in overall project budget

• 7. How do these compliance controls help the

Contracting Authority?  Inspection by accredited Bodies provides the assurance of prestige, recognition and impartiality to all interested parties.  Timely alert regarding the type, size and consequences of deficiencies.  Allows corrective action to remove non-compliances and failures.  Exerts appropriate pressure on all parties involved to prevent such cases from recurring.  Provides good documentation of proper construction management.  The construction company documents its requirements from sub- contractors with due detail and correspondingly its own compliance with respect to the Awarding Authority as well as the organizations funding the project.

Two basic conditions: Condition 1: Correct and complete design studies Condition 2: Reliable Contracting Authorities with sufficient technical competence
