to MPABD (AFARM) Freight Forwarding Services means services of any kind relating to the carriage, consolidation, storage, handling, packing or distribution of the Goods as well as ancillary and advisory services in connection therewith, including but not limited to customs and fiscal matters, declaring the Goods for official purposes, procuring insurance of the Goods and collecting or procuring payment or documents relating to the Goods. Providing, rendering and operating Freight Forwarding Services at Ports of Brunei Darussalam under the purview of the Maritime and Port Authority of Brunei Darussalam (MPABD).

Unlawful operation of marine or port services or facilities
marine service or facility or any port service or facility without a public licence is guilty of an offence and liable on conviction to a fine not exceeding $10,000, imprisonment for a term not exceeding 3 years or both and, in the case of a continuing offence, to a further fine not exceeding $1,000 every day or part thereof during which the offence continues after conviction.
