What is a Planning & Environmental Linkages (PEL) Study?
▪ An early planning study that links planning and the National Environmental Policy Act (NEPA) environmental studies. ▪ Initiates coordination with oversight agencies, stakeholders, and members of the public. ▪ Streamlines the overall project development process and minimizes duplication.
