MSP vs MPA management plans • For MPAs a strong management plan is important • Spatial planning is important for areas which are not protected under national legislation (EBAS) • In the German EEZ new MPA regulations since Sep 2017 • No aquaculture • Restriction of recreational fishing • Most other uses need EIA • Can MSP restrictions be stronger than nature conservation regulations?

Long term • Start an international process by designating national /regional spatial plans • Priority areas for nature conservation could be designated as „Areas to be avoided“ or „particularly sensitive areas“ (IMO) • Fishing restrictions under the CFP
