Who did we reach? • Local participation, broad demographics Live/work/visit HSB 97% live/work in HSB & other western neighbourhoods 2% elsewhere in DWV 1% visitors Age 38% Under 25 24% 65+ 39% 25-64 • Appendix A summarizes input. A full transcript is online. • There are a range of opinions – the proposed way forward looks to balance them, tie them to sound planning, and provide room for flexibility in subsequent phases. Three preliminary options prepared • Respond to existing conditions, using the Phase 1 vision & working principles as guidance • High level concepts that are not mutually exclusive • People were not asked to “pick” an option; the intent was to frame a nuanced discussion: • What ideas are worth moving forward with in any of the options – and how?   11. Option 1: Build on the existing village pattern HORSESHOE BAY LOCAL AREA PLAN

  12. “Add Anchor” – a new plaza? What did we hear? • Recognized benefits (e.g., draw people into the village, provide for social interaction) • Some proposed other ideas (e.g., smaller space, or a temporary space) • No clear consensus on the suggested location, (e.g., could instead be by terminal or waterfront) • New plaza should be off-street, attractive, inviting and inclusive for year-round use • Need to see what this could look like Shift + Shape? If the anchor plaza is a smaller village square (e.g. flanked by active retail) HORSESHOE BAY LOCAL AREA PLAN

  13. “More Ripples” – greater housing diversity? What did we hear? • Want to see row/townhomes, triplexes, cottages, duplexes with coach house (not fourplexes) • Desire to see different options for different life-stages • Consistency with current character (e.g., varied, natural landscaping) • Need to find the balance: concentrated core that lowers outwards vs. desire to see taller buildings on the lower hillside • Few opposed any and all change Shift + Shape? Fine-tune what goes where by suggesting a commercial core, then a townhouse area, and then a transition to a “multiplex” area HORSESHOE BAY LOCAL AREA PLAN

  14. “Link Anchor” – integrate the ferry terminal? What did we hear? • Clear support for stronger interface and development on west side of Keith Rd as entrance to village • Existing parking as key spot for new mixed-use building and improved streets/lanes • Want to see grocery, public art, underground parking, stepped back upper storey Shift + Shape? Mixed- use development makes sense here… and this could be where a grocery store goes HORSESHOE BAY LOCAL AREA PLAN

  16. “Switching Parks” – sell Tantalus to buy Tyee Point? What did we hear? • Desire to acquire Tyee Point Park and agree a reasonable long- term “trade - off” • With considerations: • Long-term District ownership (land lease) • Public use (e.g., trails, dog-walking, playground) • Fit buildings to the slope • Traffic management • Range of housing, incl. possibly affordable housing (but priority should be to acquire Tyee Point) Shift + Shape: If we can keep some park, expand housing options, and lay out how this might work (economics and fit) HORSESHOE BAY LOCAL AREA PLAN

  17. “Living Smaller” – cottage-style homes on single lots? What did we hear? • Like cottage-style housing options, but concerns with it extending to Wellington • Those in support agree with adding units and reducing off-street parking requirements • Concerns raised about traffic and parking impacts, although some countered with less car-reliant future and better transit • Others suggested row/townhomes or other attached forms that seem more feasible (e.g., underground parking, more accessible/livable for seniors, more energy-efficient) Shift + Shape: Check this is viable, understand the implications (e.g. economics, parking) and consider the Nelson and Wellington interface HORSESHOE BAY LOCAL AREA PLAN

  18. “Getting Amenities or Services” – developing to get what you want? What did we hear? • Most supported site-specific height increases to incentivize amenities or services • Preference for increased height on the periphery of the basin (e.g., Keith Road, lower hillside) • Want a grocery store • Few opposed increasing height for amenities and services Shift + Shape: Plan for a low-rise (3-4 storeys) mixed-use core, but consider modest height increases (5-6 storeys) on limited sites HORSESHOE BAY LOCAL AREA PLAN

  20. “Grand Entrance” – townhouses, a park and shops along Royal? What did we hear? • Divided on where row/townhomes should go – e.g. fronting Douglas also or instead of Royal • Liked Douglas Park expansion, but want to see it kept local (residential area, not visitor-oriented) • Most liked low-rise mixed-use expansion at Douglas and Royal to create stronger entrance • Some concerned about changing HSB character in the residential area Shift + Shape: If the “grand entrance” is more of a friendly village arrival and doesn’t “dissipate” the commercial core HORSESHOE BAY LOCAL AREA PLAN

  21. “Complete High Street” – connect the terminal with Sewell’s What did we hear? • Support continuous waterfront-facing commerce on Bay St from east to west Opportunities for live-work, 2 nd floor offices, • and mid-block passages • Some suggested further mixed-use expansion up to Bruce St, with others concerned about economic viability • Want to see village-style form and character for new development (e.g., “The Galleries”) Shift + Shape: Plan for how this could happen over time by respecting Bay Street’s scale and rhythm HORSESHOE BAY LOCAL AREA PLAN

  22. “Activate Lane” – new places to shop, better places to walk? What did we hear? • Support for activating “Little Bay” for a unique, attractive space from east to west with mid- block passages to Bay and Bruce St • Look into public realm improvements and double-fronting retail • Want to ensure that needs of all users are managed (e.g., pedestrians, residents, commercial) Shift + Shape: Explore the feasibility of balancing service needs with better commercial and pedestrian vibrancy HORSESHOE BAY LOCAL AREA PLAN

Technical work • Engage external consultants • Land economics (financial feasibility) and urban design (proof of concepts) • ~3-months undertaking (Feb – Apr), pending successful procurement B. Community engagement • Brief and receive feedback from CEC (Mar/Apr) • Engagement targeted for late spring 2020 (May – June) • Report back to Council prior to moving on to Phase 4 (“Plan”) HORSESHOE BAY LOCAL AREA PLAN
