What is a Heritage Conservation District?

As defined by the Ontario Heritage Trust, a Heritage Conservation District is: A Heritage Conservation District (or HCD) – defined under Part V of the Ontario Heritage Act – is a geographically defined area within a municipality that is noted for its distinct heritage character. Through the adoption of a district plan, guidelines and policies, a municipality is able to guide future change.

 Architectural Conservancy of Ontario (ACO) HCD study:

 64 HCDs in Ontario studied  924 resident surveys conducted  Sales history trends for 871 properties analyzed  76 key stakeholders interviewed

 Conclusions

 Satisfaction with living and owning property in a HCD is overwhelming  Real estate values in HCDs generally rise more consistently than surrounding areas  Residential districts have higher scores in evaluation  Longer districts operate, better they perform  Active citizen groups play large role in education about a district  Districts over 400 properties have lower scores

 Protect and conserve an area’s special and distinct cultural heritage resources

 Demolitions, alterations and new construction will be subject to district guidelines and will be sympathetic to the existing character. Encourages better design, creates a sense of cohesion through use of guidelines that apply to all properties within the HCD

 Revitalization of an area  Potential for economic spin offs and tourism generation  Enhance community identity, pride and involvement  Legacy for future generations

How does an HCD work?

 Designation allows municipal Council to adopt district plan with policies and guidelines tailored to area  Ensures significance/character of areas protected in long-term by managing change  Proposed changes are subject to permit process under Ontario Heritage Act  Town staff reviews permits in relation to District Plan, ensures alterations, demolitions, and new construction comply  Designation allows municipalities to maintain strong sense of place and identity
