Study Objective  The overall purpose of this planning effort is to determ ine m ilitary transportation needs and to provide an efficient and safe transportation network for the m ilitary in Hampton Roads.  It updates the data/ analysis in the original Military Transportation Needs Study (2011-2013): Phases I and III .  It identifies the m ajor Military and Supporting Sites and “Roadways Serving the Military in Ham pton Roads” . It determ ines deficiencies within this roadway network in order to prioritize transportation projects and solutions that im prove m ilitary travel . Recommendations Update LRTP Project Prioritization Tool to include revised military and supporting sites and “Roadways Serving the Military in Hampton Roads” in this 2018 Study Update Deficient Bridges • Rehabilitate or replace two Structurally Deficient bridges without identified funding • Victory Blvd over Paradise Creek (Portsmouth)* * Recently selected for VDOT State of Good Repair (SBR) for full funding FY2019-2024 SYIP • I-264 over First Colonial Rd (Virginia Beach)** **After recent repairs by VDOT, this bridge is no longer classified as Structurally Deficient Vertical Clearances below Military Preferences • As the HRBT is rehabilitated or new tubes are added, ensure that vertical clearance meets or exceeds the 16-foot threshold (similar to MMMBT) • Use minimum of 14 feet, 6 inches as non-Interstate bridge and tunnel structures are constructed or replaced (16 locations) 12 / 14
