  • PHASE I – NEW OFFERS

PHASE I Began October 1st, GSA consolidated all 24 schedules (excluding VA FSS) into one mega Multiple Award Schedule (MAS). This action only affected new offers. MAS was conceived by the GSA MAS Program Management Office (PMO) to minimize redundancies and eliminate over 150 contract clauses from the solicitation. This is a new change will undoubtedly create transitional adjustment and delayed review times.

MAS CONSOLIDATION

Under the MAS, GSA is grouping products and services under 12 Large Categories, 83 Subcategories, and 317 SINs. New SINS will now be grouped under broad NAICS definitions. MAS will allow contractors cover a broader scope of services under one contract rather than managing multiple offers per schedule type.

The GSA MAS large categories are:

  • PHASE II – LEGACY MASS MODIFICATION

GSA began releasing mass modifications Friday, January 31st. They will continue to send mass modifications to specific schedule holders over the next week. Vendors have until July 31 to accept:

PHASE II – LEGACY MASS MODIFICATION

BEFORE YOU SIGN:

Do NOT sign the modification if you have an open modification –

  • Option to Extend
  • Add SIN
  • Delete SIN

If you have one of these open modifications, contact your contracting officer. For add and delete SIN modifications, the CO will determine to process and award or withdraw/reject the modification.

If you have one of the above, you will be migrated to ALL new corresponding

  • SINs. Work with your CO to delete any SINs you do not need

PHASE II – LEGACY MASS MODIFICATION

AFTER YOU SIGN:

  • 1. Verify your contract is visible on GSA eLibrary under the MAS

Vehicle and the SINs have migrated

  • 2. You will be required to update your FSS Pricelist and Product

listings on eLibrary and GSAAdvantage

  • Pricelist will be updated based on the solicitation I-FSS-600 clause
  • Product and Text files will be uploaded using SIP or EDI
  • If using SIP, there is a “Merge Schedules” option
  • EDI will require a fresh upload

All New and Delete SIN Modifications will be suspended until March All Streamlined offers will now be new offer submissions under the MAS solicitation.

PHASE III – LEGACY CONSOLIDATION

VENDORS WITH MULTIPLE SCHEDULES:

July 01 – (targeted start date) Legacy contracts will be asked to work with the MAS Program Management Office (PMO) and the affected Authorizing Official (AO); likely your Procurement Contracting Officers (PCO), to develop a transition plan to consolidate multiple contracts. Each vendor will have a unique timeline for consolidation based on

  • pen task orders and number of individual contracts

  • Transactional Data Reporting vs Commercial Sales Practices
  • Preponderance of Sales
  • Familiarity with the Contracting Officer
  • Open Task Orders
  • NAICS Size Standards

You can get ahead of the consolidation by modifying one of your schedules to add SINs awarded under another schedule.
