Municipal Application and Partnership Program

Eligible Project Clarification: Designated Corridors (Municipal Managed Projects):

  • Previous work completed cannot be submitted for full reimbursement.
  • Previous work completed can be used only for an application match with

Department acceptance of the match.

  • Projects can be started, but award reimbursement will not be accepted until

after municipal acceptance of the Green Light-Go Award offer if it is

  • received. Prior work can be considered a match with Department

acceptance of the match, but will not be reimbursed as part of the municipal award. Critical Corridors (PennDOT Managed Projects):

  • Previous work completed cannot be submitted for full reimbursement.
  • Previous work completed can be used only for an application match with

Department acceptance of the match.

  • Project design can be started and submitted to the Department, but

Construction will not be considered.

Municipal Application and Partnership Program

Municipal and Private Match Options - an Official Letter from the municipality identifying their matching funds needs to be submitted with the application. In addition to that letter, the following is recommended for the municipal and private match options:

  • Municipal general funds – Municipal commitment in the body of the letter
  • Liquid fuels funds – Municipal commitment and verification that the activity is

acceptable for liquid fuels funds in the body of the letter

  • Pennsylvania Infrastructure Bank (PIB) loan – Pre-approved or approved loan
  • Municipal private loans – Pre-approved or approved loan application
  • Developer contributions – 3rd Party contribution commitment letter
  • Act 209 (Transportation Impact fees) – Municipal commitment in the body of the

letter

  • In-Kind services – Estimated breakdown of anticipated cost and services.

Previously completed services will need to have a detailed breakdown. The Department will evaluate the request and determine whether the previous activities are acceptable up to the 50% match.

  • Act 89 funding (Title 75, County $5 Fee) – A County letter identifying that funds

from the Title 75, County $5 Fee are going to be transferred to the municipality for this project.

  • November 14, 2014: Green Light Go Application Period Ends
  • November 17, 2014: Selection Team begins application

review

  • November 17, 2014: District and Planning Partners sent

projects to provide rankings

  • December 5, 2014: Selection Team sends ranking

recommendations to Project Management Committee for final approval

  • December 31, 2014: Award approval and denial notifications

Note: Green Light-Go Program Year 2 (SFY 2015-2016) information and schedule will be available once Year 1 awards have been made.

Key Guidance I nform ation

  • Municipal Service Representatives have been

identified to be the Green Light – Go Program lead. Technical Assistance from the District Traffic Units will also occur.

  • Year 1 (SFY 2014-15) – Retiming, Event Planning

(detour, special event, etc… ), Real-time monitoring, and LED Upgrades.

  • Year 2 (SFY 2015-16) – all year 1 activities,

maintenance and operations, equipment upgrades, and installing innovative technologies.

  • Year 2 will begin as soon as Year 1 has been
  • awarded. It’s not too early to begin to plan for next
  • year. Year 2 has Up to $25 Million available.
