SEAPORT NEXT GENERATION (Seaport-NxG) • US Navy’s electronic platform for acquiring services • Indefinite Delivery/Indefinite Quantity (IDIQ) Multiple Award Contract (MAC) • Replacement for the US Navy Seaport Enhanced or Seaport-e Services Contract • Anticipates $5 Billion of Procured services per year • 5-year base period of performance with 5 year option (Total 10 years-with conditions) • Two general Functional Areas: (1) Engineering Services (2) Program Management Services • 23 sub-Functional Areas • All Primes (GPSI Guam) can bid on both general and “all” sub-functional areas • NO Geographical/Zone restrictions • US Navy and USMC have a Mandatory Consideration to use Seaport-NxG

Vendor Statistics • Small Business - Prime MAC awards: 90% (2,860 of 3,196) as of Dec 2016 - 50% of all small business prime contractors have submitted a proposal as a prime - Across the Navy 2,225 task orders have been awarded to 551 different small businesses • Large Business - Prime MAC awards: 10% (333 of 3,196) as of Dec 2016 - ~78% (251) of all large business prime contractors have submitted a proposal as a prime - Across the Navy 2,037 task orders have been awarded to 182 different large businesses (some of which changed size status or novated over the life of the SeaPort program)

Additional Statistics/Concerns • Less than 20% of Prime Contractors received any awards (Large and Small Business) • Seaport-e had 7 geographic “zones” • 50% of awards were in “zone 2 & 3” (Virginia & Maryland) • Seaport-e had “no” standardized ordering procedures • Seaport-e had 22 “general” functional areas
