  9.  TOR for Task Force: • Data base Generation • Capacity building • Development of both hard and soft solution for erosion • Master plan preparation and shore protection manual for Gujarat coast. • Training  Meeting of Task Force • 1 st -- 22-23 May -2014 • 2 nd -- 11- 13 Aug - 2014 • 3 rd -- 8 – 9 Dec - 2014 • 4 th -- 22 - 23 June - 2015 • 5 th -- 10- 11 Dec - 2015 • 6 th -- 10- 11 June - 2016

  10. Decision taken in task force meeting • maps of shoreline change prepared by different institutes like BISAG, SAC, MoEF and INCOIS are to be tabulated and analyzed to have comprehensive account of coastal erosion in Gujarat. • Considering the high cost of coastal protection and the adverse impacts of some protection measures elsewhere the decisions shall be taken judiciously. Cost reduction in the coastal protection works needs to be addressed by the TF. • to procure all the coastal data relating to Gujarat coast available with the institutes like NIOT, ICMAM, NIO, INCOIS and other agencies like Dept. of Environment and Forests. • Requested Ministry of Earth Sciences to establish monitoring stations on the coast of Gujarat. The data on waves, current, beach profile, tide, sedimentation etc. are to be collected.

  11. • master plan preparation for protection of the Gujarat coast will be done in three stages: the short term, mid-term and long term. • The detailed master plan for the entire state will be the final product of the TF. This will cover not only the eroding stretches, but also all the areas, which are at present unaffected but with a potential to be affected in the future due to developmental activities and climate change. • The existing regulatory systems for mining in the rivers and also along the shoreline, which is prohibited by CRZ, need to be strengthened. • To Finalize modalities and means of short-term and long-term monitoring of the coast proposed by the members. It was decided that this task be given to an external agency with clear ToRs.

  12. • to establish data center node at Surat. • Suggested to purchase a DGPS in consultation with BISAG for better accuracy in the demarcation of the works, both existing and in- progress. • Different methods of protection were tried in Moti Danti, those measures need to be examined in detail to evaluate the successes and failures. • Suggested the training program proposed for the staff in various specialized institutes and training modules being developed for further training in WALMI. • Recommended the purchase of arc view GIS software for data compilation & modeling purposes. BISAG on request agreed to provide necessary support in the procurement, installation and training. • To prepare the master plan a map with proper co-ordinates is required. It was suggested to use the high resolution map prepared by NCSCM, which may be customized with the help of BISAG.

  13. • Decided to proceed with the outsourcing of the following works for which the ToRs will be prepared by TF and the monitoring will be done by it: – Sediment budget study of the rivers of Gujarat – Integrated coastal protection master plan for Valsad – Integrated coastal protection master plan for Surat. • Decided to give top priority for the ToR of ‘Draft Consultancy for Facilitating Preparation of Integrated Coastal Protection and Management (ICPM) Plan for South Gujarat Coast’ .  Draft for consultancy for facilitating preparation of integrated coastal protection and management (ICPM) plan for south gujarat Coast is ready .
