  15. World Health Organization (WHO) cites a guideline ratio of 1 PO technician for 200 severely handicapped persons (1 to 200). With 800,000 severely handicapped persons in Thailand This would mean a need for 4,000 PO technicians. In reality there are less than 150 of such specialists.
