  • To date, 30 states and the District of Columbia have established an RPS. Some of the most ambitious RPS targets are

in California, which is mandated by Executive Order to reach 33% by 2020. While a number of states have or will soon reach a 20% RPS, the technological leap to reach 30% or more will pose technological challenges which will make it necessary for the Federal government and utilities to conduct additional research and invest in more

  • resources. Without such investments, it is unlikely that all the required mandates can be met.
  • The variability of renewable resources, due to characteristic weather fluctuations, introduces uncertainty in

generation output on the scale of seconds, hours and days. These uncertainties, affect up to 70% of daytime solar capacity due to passing clouds and 100% of wind capacity on calm days for individual generation assets. Although aggregation over large areas mitigates the variability of individual assets, there remain uncertainties in renewable generation that are greater than the relatively predictable uncertainties of a few percent in demand that the grid deals with regularly.

  • To begin addressing the technological hurdles incumbent in surpassing the 20% RPS level, the American Recovery

and Reinvestment Act of 2009 therefore provides $4.5 billion to the Department of Energy Office of Electricity Delivery and Energy Reliability, including grid modernization and related technologies, such as electricity storage. The funds will support implementation of the Smart Grid programs authorized by the Energy Independence and Security Act of 2007 (Title 13), which includes Smart Grid technology research, development and demonstration projects, and the federal matching fund for Smart Grid technologies with funds distributed through a competitive grant process.

  • Most of current solar and wind power systems tied to the public grid do not implement any technology to prevent

One of the main ways the Public Grid controllers can directly deal with a power fluctuation is by changing output to meet the demand. This can be costly and of limited use and economy, especially for shorter periods of increased or decreased demand or supply, and it is not able to address a surge deviation in less than 10 seconds. Short time unbalance surge is harmful, even under 10 seconds. Power stations can raise or lower their electricity production temporarily, but this conflicts with their ideal output level and production efficiencies can suffer. From one second to 15 minutes ‐‐‐ All Solar Power System and Wind Power System tied to the Public Grid are able to address the short time and surge power fluctuation issue with our patented technology. Advanced algorithm tackles public grid safety challenges. The concept is “Dynamically Store and Release“. The key words are “Distributed”, ”Networked”, and Dynamic” control and management. Unique in its own way – store and release, DC side control, randomized delay, individual or clusters flexibility, scalable modulation ‐‐ and thus the patent. Cost of the system distributed to solar panels or a solar panel cluster. Mobilized to a component which can be plugged in to an existing non‐controlled solar system. The technology could be expanded from Solar System to Wind Systems.

Two types of configurations can be used:

  • Small battery that is embedded into a solar panel. The battery is small in size (0.1 to 0.15KWh

capacity) and charge/discharge circuitry is simple

  • Subsystem or Centralized battery for a series of solar panel (e.g. 5KW in total). This can be an “add‐
  • n” module to an existing solar system.

A cluster control module cost for a typical 5KW panel clusters as an example.

  • Small battery to support a home PV system for 15‐30 mins of solar energy. The module cost with a

30 mins capacity Lithium‐Ion battery is around $400, which is only around 3% of the typical system

  • cost. For smaller module with less than 15 mins of storage needed, the cost could be reduced

significantly. The US installed 7.5GW and 14GW in 2015 and 2016 solar power systems respectively, which opened

  • ver one billion dollar market to deploy our “Dynamically Store and Release”, “Distributed” and

“Networked” solar power system control and management technology. New installed systems from 2017 and beyond would be over 10GW every year and continuously open multiple billion dollars new market every year for our patented technology. Other key technologies for Smart Grid could be developed derived from this patented technology.
