  2. Green Heart is a partnership initiative between Arts Council England, East and the eleven local authorities of Hertfordshire, as developed through County leadership. Green Heart Partnership was established in 2004, with the aim to achieve growth and capacity between the arts and environment sectors. Through a creatively-led team approach it aims to: •develop much stronger cross-departmental and cross-agency working within local authorities •involve communities in developing their environment •improve the design, environmental sustainability and quality of projects.

The success of the first three years Success of the GHP working model demonstrated through nine projects In excess of 1,000 community members engaged (estimated total without GHP= 50 people) £390K total investment from Arts Council England, East and local authorities Match funding target of £1million well exceeded- in excess of £2million actually achieved. Regional and national attention through conferences, press and publications “GHP has demonstrated how artists can empower a community to develop a shared vision for the future that will positively change their local environment and the way people relate to it and to each other.” Rachel Drury, Head of Resource Development at Arts Council England, East

Phase 2: 2007 – 2010 In December 2006, the GHP partners agreed to continue their support for a further three years, with the aim of embedding the GHP approach into the local authority working practice £100K from Arts Council England, East Towards professional training, mentoring, networking and capacity building across the arts and environment sectors £210K from District and County subscriptions Towards essential running costs of GHP including project development, management and administration Additional benefits to partner local authorities •Value for money and added value on all projects •Access to all GHP resources and seminars •Access to the GHP Knowledge Bank •Advocacy and PR throughout the county, region, UK and abroad

Phase 2: Additional leverage/ partners Oxhey Library- Community Engagement in the Big Lottery Fund: £1.4m refurbishment of their local library Building Futures- Website repositioning, award scheme Commercial sector sponsorship development, promotional event Hertsmere Community Spaces- design and build of Big Lottery Fund (Play) £60,000 meeting places for the whole community Elstree and Borehamwood Station- Promoting the film First Capital Connect and TV heritage of the area at the station and beyond Stevenage Town Centre Gardens- Transforming the £2.4m Heritage Lottery Fund Parks gardens into a public space that reflects the new town for People & £250K Growth Areas heritage and the needs and aspirations of the community Fund Watford Bushey Arches- Creating a gateway to £40K Hertfordshire Highways Watford that celebrates the heritage of the site

  7. Goods Yard Bridge Levered funding: EEDA £2.2m for the whole Goods Yard development including £750K towards the bridge

  8. Levered funding: £500K Growth Area Funds, £2.4m HLF Stevenage Town Centre Gardens

South Oxhey: What could a library be to you? � Engaging the community in the refurbishment of their local library � Artist Simon Grennan identified and captured the community’s needs and ideas about services and use of the new library � Informed the Community Engagement Plan supporting the Big Lottery Fund bid for the library development � Resulted in a hard back publication to be distributed to 800 households in the immediate vicinity of the library

  10. Working with HCC Environment Department to further develop and promote the Building Futures website to develop a design toolkit for Planners, Developers, Planning Committee Members and the general public of Hertfordshire. The project includes: •Website remodelling •Case Study development •Award Scheme development •Promotional Event Future stage proposals are in development to work with identified school(s) to engage young people and capture their ideas and perceptions of building in the future

  11. Advocacy: Regional and National examples The Green Heart Partnership methodology and achievements are being recognised as inspirational models throughout the eastern region, and the UK. Recent examples include: • Northern Ireland Local Government Association (NILGA) • Loca, the Arts & Regeneration Agency for Kirklees Council in Yorkshire • West Sussex County Council and all districts in the county • University of Cambridge’s Centre for Research in the Arts, Social sciences and Humanities Stevenage Town Centre Gardens was selected as example of best practice by Arts Council England for their New Audiences website
