Background

Several internatinal research studies Large research projects in Switzerland:

  • «Fischnetz»

«Fischnetz»: showed that endocrine disruptive substances reach impact limit on fish reproduction  Cocktail of mp seems to be problematic (1998 – 2003, 77 subprojects, f.ex. Suter and Holm 2004)

  • NFP50

NFP50: national research program, strategies to evaluate risks of stress/pollution of humans and animals through endocrine disruptive sustances (2003 – 2007, 31 projects)

Background

Population densitiy Effects on aquatic systems Micropollutants in drinking water

Pressure on surface water bodies has risen:

  • Population growth
  • More and more chemicals in

use

  • Climate change (lower water

discharge)

Strategy: Focused upgrade – where it is most useful

  • WWTP > 8’000 i. discharging into stretches with inadequate

dilution (>10% share of wastewater, not treated against mp)

  • WWTP > 24’000 inhabitants discharging into lakes
  • WWTP > 8’000 i. in special hydrogeological situations
  • Large WWTP > 80’000 i.

Political approach

  • Change of water protection law:

Collaboration with cantonal authorities, working groups with all the relevant stakeholders (multidisciplinary)

  • Platform to ensure knowledge transfer
  • High acceptance (Logar et al, 2014)

Legal basis – financing and control

  • Total investment costs: about 1.2 billion Euros
  • Financing: Polluter pays Principle:

 Governement levies a wastewater tax for WWTP since

1.1.2016 (about 8 euros per person and year) till 2040

 Selected WWTPs get paid 75% of investment costs for

measures against micropollutants

 Upgraded WWTPs do not have to pay wastewater tax (higher

  • perating costs)
  • Elimination goal: 80% (inflow WWTP – outflow WWTP) of a list of

12 substances 12 substances

Interim Conclusion

  • All relevant stakeholders worked together
  • Solution for financing was found
  • High acceptance
  • The platform as a science-practice-interface can support efficient

realisation Current focus:

  • Technologies are still new: continuous learning process (pilot tests,

process optimisation)

  • rational process selection (ozone / activated carbon)
