  2. Background • In 1998, the City Council began discussing street connection policies. • Street connections were being required with new development, but the City Council asked that street connections be identified in neighborhood plans. • The purpose of the map was to provide notice about planned street connections to staff, neighbors, property owners, and developers. • In approximately 2001, the Council adopted the first street connection map in the North Rose Hill Neighborhood Plan. • The map was drafted after meetings with neighborhood representatives, and then presented for review by the Transportation Commission, Planning Commission, and City Council.

  3. Comprehensive Plan Language related to Street Connections • Policy T-5.6: Create a system of streets and trails that form an interconnected network. • As a part of land development, new connections to the existing street system are often required. These could be full streets or connections for emergency vehicles, bicycles, and pedestrians. • Traffic that is spread over a grid of streets balances and minimizes traffic impacts across the network. Therefore, the fact that new connections may increase traffic volume on some existing streets is not a sufficient reason for rejecting such new connections. • Emergency response times are shorter and more reliable when responders have several routing options, and new connections often provide these additional options. • Time saving and safe bicycle and pedestrian connections can be made by adding trail connections between cul-de-sacs.

  4. The map is a draft • The map is a tool used to identify where street connections could be made. • The connections have been studied at a high level without detailed survey information. Some connections may not be feasible after more study is completed. • The City is not prepared to construct any of the connections. • Most of the connections would be required only if new development is proposed. • If the connection is required with a subdivision, an appeal can be filed, and the City Council is the final decision maker.

Finn Hill Street Connections – How and Why? • Staff studied the developable land map to determine where redevelopment could occur. • Studied the existing street network to determine if new connections should be considered when redevelopment is proposed. • Studied past development patterns and layouts determined by King County to better understand where street connections could/should be considered. • Studied topographic, environmental, and other constraints that would prohibit a connection. • Studied existing unopened rights-of-way that could be improved as a connection.

  6. Connection #1 NE 143 rd St. btwn. 84 th Ave. NE and Existing Barricade Existing street provides access to 10 homes. Street is encompassed in a private access easement. Would require all property owners to dedicate the easement to the City in order to make the street public, and remove the barricade. (Google link)

  7. Connection #2 – NE 142 nd Street btwn. 84 th Ave. NE and Existing Barricade Existing ROW and limited redevelopment. Existing street provides access to four residential homes. Paving and surface water mitigation required before the street can be opened. Traffic calming techniques and methods would need to be studied as well. (Google Link)

  8. Connection #3 NE 141 st St btwn. 100 th Ave NE and existing street stub at 97 th Ave NE Property zoned RSA 8. Highly likely to redevelop. Would provide additional access to the residential property to the east. (Google Link)

  9. Connection #3A 99 th Ave NE/NE 142 nd St btwn. NE 141 st St (new) and 100 th Ave NE (a looped connection) Property zoned RSA 8. Highly likely to redevelop. Tract F is a drainage tract owned by City that could potentially have street improvements in it (more research is needed). This connection would provide an interior looped road connection within this property when it is redeveloped. (Google Link)

  10. Connection #4 NE 140 th Pl btwn. 75 th Ave NE and 80 th Ave NE Existing private street connection that serves approximately 25+ homes. City may consider taking it over as a public street if the owners are willing to dedicate it and bring it up to public maintenance standards (overlay). Includes a storm system (primarily ditch and driveway culverts) that are not being maintained by City at this time. (Google Link)

  11. Connection #5 NE 140 th St btwn 75 th Ave NE and 80 th Ave NE An existing street connection that serves approximately 14+ homes. The westernmost end of the street is paved approximately 12 ft. wide and the remaining portion of the street is gravel (approx. 12 ft. wide). The street abuts Big Finn Hill Park. City may consider taking it over as a public street if the owners are willing to dedicate it and bring it up to public standards by paving it. This would likely trigger significant drainage mitigation, including storm water collection, conveyance, flow control, and water quality. (Google Link)

  12. Connection #6 NE 135 th St & NE 136 th St Loop Connection at 72 nd Ave NE 5 different lots with development potential. Topography, existing structures, and ownership of the existing private access streets may make this infeasible. (Google link)

  13. Connection #7 69 th Ave NE to 70 th Ave NE Loop Connection at NE 134 th St 4 different lots with development potential. Existing structures, and ownership of the existing private access streets may make this infeasible. (Google link)

  14. Connection #8 NE 132 nd St btwn. 74 th Pl NE and Juanita Dr Would primarily be City-funded because it runs through Big Finn Hill Park. Due to environmental and topographic constraints, more study is needed to determine the feasiblity. (Google Link)

  15. Connection #9 64 th Ave NE btwn. NE 130 th Pl to North end of existing 64 th Ave NE May have topographic or environmental constraints. Further study is needed. May require the City to purchase and improve some of the connection if it cannot be obtained via redevelopment. (Google Link)

  16. Connection #10 63 rd Ave NE btwn. NE 129 th St and South end of existing pavement in 63 rd Ave NE (cul-de-sac) Short connection (150 ft.) (Google Link)

  17. Connection #11 64 th Ave NE btwn. 68 th Ave NE and NE 129 th St Topographic or environmental constraints may make the connection infeasible. If a street connection is not feasible, a pedestrian connection should be required with redevelopment of adjacent property. (Google Link)

  19. Connection #13 79 th Ave NE Loop btwn. NE 125 th St and 80 th Ave NE South end (250 ft.) of this street was recently constructed with Toll Bros subdivisions. Additional pending subdivision to the north will build the north end of the street connection. Remaining middle section will be constructed with future redevelopment (Google Link)

  20. Connection #14 80 th Ave NE btwn. NE 126 th St and NE 128 th St Two pending subdivisions will be constructing this street connection in 2017/2018 (Google Link)

  21. Connection #15 NE 126 th Pl btwn. 82 nd Ave NE and 84 th Ave NE A 2015 short plat constructed 300 ft. of the street connection from 84th Ave. NE, and in 2017/2018 a pending subdivision will construct the remaining 300 ft. of street connection to 82nd Ave NE. (Google Link)

  22. Connection #16 80 th Ave NE btwn. NE 123rd St and NE 124 th St A viable connection, but intersection sight distance at NE 123rd St may make the street connection infeasible. More study is needed. A good pedestrian/bike connection if street connection is not feasible. (Google Link)

  23. Connection #17 NE 123rd Pl btwn. 86 th Ave NE and existing east end of NE 123 rd Pl The existing NE 123rd Pl appears to have been required by King Co as part of higher density development. The terminus of the road indicates that King County intended it to be extended east. An extension of NE 123rd Pl will need to be analyzed when the two parcels to the east are redeveloped.   24. Connection #18 88 th Ave NE or 89 th Ave NE btwn. NE 124 th St and 89 th Pl NE (Goat Hill) Topographic and environmental constraints may make the connection infeasible. A pedestrian connection should be built if street connection is infeasible. (Google Link)
