Florida's Multi-Tiered System of Supports (MTSS) Using PS-RtI In order to be responsive to all students' needs and effectively match resources to meet those needs, Florida's state department, districts, and schools implement a multi-tiered system of supports (MTSS) that relies on the systematic planning and problem solving process for accelerating learning through behavioral and academic supports. Student-centered response to instruction/intervention (RtI) data are used to make systemic and instructional decisions. The goal of problem solving and using student response to instruction/intervention data within the MTSS is to maximize learning outcomes for all students.
