 Law on Higher Education, approved by the National

Assembly on 18 June 2012 and effective as 1 January

  • 2013. 1 Chapter on International Cooperation (Chapter

VI with 6 Articles).

 Decree No. 73/2012/ND-CP on Foreign Cooperation

and Investment in Education dated 26 September 2012, Effective 15 November 2012, providing stipulations on Foreign Cooperation and Investment in Education, including (1) joint training, (2) educational establishments with foreign investments and (3) foreign educational representative offices in Vietnam.

for Educators of Tertiary Institutions to pursue and attain doctoral degrees for period 2010-2020. 23,000 PhD holders: 10,000 overseas, 10,000 in-country and 3,000 sandwiched (in- country + overseas).
