  3. Common Threads from Downey & Scott Facility Report ● HVAC systems not functioning properly / Lack of adequate temperature controls ● Lack of compliance with current Americans with Disabilities Act (ADA) in 7 Elementary Schools ● Moisture incursions into the buildings

Downey & Scott options were developed with the following principles in mind : ● Schools are the core of a community. ● Educational program parity and facility parity (equal educational offerings and equal physical facilities). ● Place future elementary school facilities where the growth is likely to occur and determine what growth capacity is needed. ● Financial efficiencies – Capital Investment, Operational, Transportation and Administrative costs.

Existing elementary sites with Elementary School facility and program moderate topography and adequate parity across all existing Elementary land (owned by BCPS) for expansion: Schools is difficult due to existing sites with little expansion capability and those • Bedford Elementary facilities are: • Bedford Primary • Big Island Elementary • Boonsboro Elementary • Forest Elementary • Huddleston Elementary • Goodview Elementary • Moneta Elementary • Montvale Elementary • Otter River Elementary • New London Academy • Stewartsville Elementary • Thomas Jefferson Elementary

  13. Downey & Scott Options Forest Zone: (Option F1) Build a new 100,000 SF 650 seat capacity elementary school at a new site in the Forest zone and modify existing school zones as needed. Estimated Cost: $39,140,000 (Options F2 & F3) Renovate and build additions to expand capacity at Forest Elementary and/or New London Academy and modify existing school zones as needed. F2 Estimated Cost:$22,072,480 F3 Estimated Cost: $20,624,370 (Option F4) Replace the existing Otter River Elementary with a new 100,000 SF 650 seat capacity school on existing site with additional land purchased. Estimated Cost: $39,140,000

  14. Downey & Scott Options Liberty Zone: (Option A1) Build a 24,000 square foot addition to Bedford Elementary School to serve all learners in grades PK-5. Repurpose Bedford Primary School for other uses. Estimated Cost: $8,400,000 (Option A2) Renovate and add a 6,000 square foot addition to Bedford Primary School to continue serving learners in grades PK-1. Estimated Cost: $10,800,000

  15. Downey & Scott Options Staunton River Zone: ( Option B1) Renovate but not expand Stewartsville Elementary. Estimated Cost: $14,760,0000 (Option B2) Build a large classroom addition onto Goodview Elementary School and consolidate the existing Stewartsville Elementary and Goodview Elementary. Modify existing school zones as needed. Estimated Cost:$16,036,200 (Option C1) Renovate but not expand Moneta Elementary. Estimated Cost:$8,040,000 (Option D1) Renovate but not expand Huddleston Elementary. Estimated Cost:$8,640,000 (Option E1) Build a new 100,000 SF school at site to be determined within Staunton River zone and consolidate Moneta Elementary and Huddleston into the new school. Modify existing school zones as needed. Estimated Cost:$39,140,000
