Common Threads from Downey & Scott Facility Report

  • HVAC systems not functioning properly / Lack of adequate

temperature controls

  • Lack of compliance with current Americans with

Disabilities Act (ADA) in 7 Elementary Schools

  • Moisture incursions into the buildings
slide-4

Downey & Scott options were developed with the following principles in mind:

  • Schools are the core of a community.
  • Educational program parity and facility parity

(equal educational offerings and equal physical facilities).

  • Place future elementary school facilities where

the growth is likely to occur and determine what growth capacity is needed.

  • Financial efficiencies – Capital Investment,

Operational, Transportation and Administrative costs.

Where to expand?

Elementary School facility and program parity across all existing Elementary Schools is difficult due to existing sites with little expansion capability and those facilities are:

  • Boonsboro Elementary
  • Huddleston Elementary
  • Moneta Elementary
  • Otter River Elementary
  • Stewartsville Elementary

Existing elementary sites with moderate topography and adequate land (owned by BCPS) for expansion:

  • Bedford Elementary
  • Bedford Primary
  • Big Island Elementary
  • Forest Elementary
  • Goodview Elementary
  • Montvale Elementary
  • New London Academy
  • Thomas Jefferson Elementary
