State of Maryland Goal
The State of Maryland has set a goal of having 60,000 Electric Vehicle
Charging Stations installed by the year 2020
Number of EV Charging Stations in St. Mary’s County at start of project: 0 Number of EV Registered Car Owners in St. Mary’s County as of March 2016:
74 Note: St. Mary’s County is the only county in the tri-county area that does not have any public EV Charging Stations.
Project Summary
Project Goals & Objectives:
Investigate the feasibility of installing public EV Charging Stations
in St. Mary’s County
Research types of charging stations & availability of EV in Southern
Maryland
Investigate tax incentives related to installation of EV Charging
Stations
Present information to St. Mary’s County Government for future
consideration
Project Summary – cont.
Plan of Action
Research Advantages and availability EV Vehicles EV Charging Stations types and installation process Financial incentives for EV Charging Station installation Discuss project with St. Mary’s County Government
Advantages Disadvantages
Cost Savings
No Gas Required Savings on average of $ 2-
$4k / year
Maintenance Savings No oil changes Fewer brake replacements Tax credits No emissions & reduced
noise pollution
Range Anxiety
Fear you will run out of
“juice” when you are not near a charging station
Installation of EV Charging
Station at home – if other charging stations not easily accessible (e.g. at work, parking garages, etc.)
EV Advantages vs. Disadvantages
Electric Car Availability – Southern Maryland
Toyota of Southern Maryland
Maintain Prius in stock and on lot Able to easily “search and swap” with other Toyota dealerships (for specific
colors, styles)
Average cost: $ 28-30 K Average a few inquiries per month for electric vehicles
Ford – Lexington Park & Leonardtown
Have a few electric cars in stock Focus, Fusion Hybrid, C-Max Energi Relatively few inquiries Able to be special ordered or “search and swap” with other Ford dealerships
EV Charging Station Installation
Types
Level 1 Charging Station - Essentially an extension cord that can be run
from building to car, not an ideal for community-based project
Level 2 Charging Station - Independent station with a 240V charger that can
be either wall mounted or pedestal mounted. Average recharge can be 2 – 3.5 hours
Level 3 Charging Station - Independent station with a 480V charger which
can recharge an EV in 30 minutes. Most cars currently available do not have the adaptor for the 480V charger.
Installation
ChargePoint – currently control 70% of market share in country and provide
full service solution for EV communities. Businesses can control cost for usage of charging stations
Financial Incentives
Federal:
Alternative Fuel Vehicle Refueling Property Credit – tax credit
towards cost of EV charging station installation. Can be used at multiple site of same company.
Federal Income Tax Break for purchase of new plug-in electric
vehicles – can range from $2,500 - $7,500 based on model
Maryland:
State Income Tax Break for purchase and installation of EV charging
stations
One-time excise tax credit for purchase of qualifying new plug-in
electric vehicle
Drivers can use HOV lanes, regardless of number of passengers
MD Funding Assistance – EV Charging Stations
Electric Vehicle Supply Equipment Rebate Program –
available if purchased & installed between 1/1/2014 & 6/30/2017. Amount may range from $500 to $7,500
Parking Lot Solar PV Canopy with EV Charger Grant
Program – available to businesses, government agencies and MD
non-profits. Amount is $300 per kW (DC), up to $ 150,000 per project

First Proposed Locations
New Construction: New Leonardtown Library Construction slated for 2018 Still in planning & development stages - EV Charging Stations can
be included in site plan
Post Construction: St. Mary’s County Airport Steve Bildman – Airport Manager – has shown interest in
possibility of providing an EV Charging Station
Given that St. Mary’s County citizens have an extraordinary strength in the technological fields, it is only appropriate that we establish sources to provide fuel for these alternative energy vehicles. If St. Mary’s County supports the installation
