Subjects

￘ Harmonized European Soaring rules

ꟷ Combined app. EHPU – EGU?

￘ Dutch questions for SERA ￘ EAG Meeting in Paris – Airspace

questionnaire

￘ Airspace use vs. Equipment

requirements – Surveillance Performance and Interoperability

￘ Discussion on the future

slide-3
SLIDE 3

Airspace use

￘ CAT versus Airsports

ꟷ CAT Nearly 100% separation arranged by

ATC

ꟷ Airsports -100% hardly any ATC

involvement

Airspace Design

￘ Fundamentals

ꟷ ICAO

￘ European regulation

ꟷ SERA – Eurcontrol Handbook on airspace

design

￘ National regulation

ꟷ i.e. National airlaw editing European reg.

  • Aerobatics
  • Thermaling

ICAO Annex 11

2.6 Classification of airspaces 2.6.1 ATS airspaces shall be classified and designated in accordance with the following: Class A. IFR flights only are permitted, all flights are provided with air traffic control service and are separated from each other. Class B. IFR and VFR flights are permitted, all flights are provided with air traffic control service and are separated from each other. Class C. IFR and VFR flights are permitted, all flights are provided with air traffic control service and IFR flights are separated from other IFR flights and from VFR flights. VFR flights are separated from IFR flights and receive traffic information in respect of other VFR flights.

Class D. IFR and VFR flights are permitted and all flights are provided with air traffic control service, IFR flights are separated from other IFR flights and receive traffic information in respect of VFR flights, VFR flights receive traffic information in respect of all other flights. Class E. IFR and VFR flights are permitted, IFR flights are provided with air traffic control service and are separated from

  • ther IFR flights. All flights receive traffic information as far as is
  • practical. Class E shall not be used for control zones.

Class F. IFR and VFR flights are permitted, all participating IFR flights receive an air traffic advisory service and all flights receive flight information service if requested. Class G. IFR and VFR flights are permitted and receive flight information service if requested

IFR & VFR

￘ IFR no wx limits except for Landing

ꟷ In and out of clouds

￘ VFR –depending on airspace

  • Visibility 5km or 1,5km, above FL 100 8km
  • Distance to clouds
  • 1,5 km horizontally,
  • 300m vertikal or clear of clouds

Separation - traffic information

￘ Separation

ATC keeps aircraft at a certain distance from each other by giving directions in regards to altitude and course to fly.

￘ Traffic information

Information only about the other aircrafts position in relation to

  • wn position. Vertikal
  • r horizontal

separation is maintained by pure pilot judgement and knowledge, regularly by see and avoid

slide-10
SLIDE 10

CAT

￘ CAT does not accept the unknown

traffic

￘ in case of encounters with known traffic,

but not controlled, the TCAS/ACAS alert is seen as interference with the safe conduct of the CAT operation

slide-11
SLIDE 11

European surveillance

￘ mainly Transponder Mode S based ￘ little use of Primary radars ￘ EASA - RMT was stopped, as the

financial benefit is not given

￘ new technologies take usually 7-10

years from the time of decision till implementation

slide-12
SLIDE 12

Are there quick wins?

￘ use of today´

s available airspace categories E and G

￘ make use of the RMZ, TMZ, ATZ

module

￘ go for glider activity areas within the

existing airspace C and D set-up

￘ challenge the existing airspace set-up in

reference to time used i.e. booked for very few movements a day, i.e company airfields,

slide-13
SLIDE 13

My ideas

￘ Look at your neighbours, of course the

  • nce that are better off than yourself

￘ Say the unspeakable

ꟷ CAT is only one aspect of aviation ꟷ The Military has been reduced a lot, why

is there no change in airspace restriction

ꟷ Why is GA seen as the enemy of aviation

What about your`s
