In ¡the ¡“Landscape ¡Character ¡Assessment” ¡report, ¡dated ¡January ¡2007, ¡produced ¡by ¡Guildford ¡Borough ¡ Council ¡Effingham ¡was ¡described ¡as ¡a ¡ “ ¡rural ¡se(lement ¡which ¡fits ¡within ¡the ¡historic ¡field ¡pa(ern.” ¡with ¡a ¡clear ¡recommenda/on ¡to; ¡ “Maintain ¡the ¡exis/ng ¡dispersed ¡nature ¡of ¡rural ¡se9lement ¡which ¡fits ¡within ¡the ¡historic ¡field ¡pa9ern ¡avoiding ¡ expansion ¡of ¡se9lement ¡along ¡roads ¡(for ¡instance ¡northwards ¡from ¡Effingham) ¡which ¡would ¡impair ¡the ¡rural, ¡ unified ¡character ¡of ¡the ¡area.’ ¡ ¡The ¡proposed ¡development ¡proposal ¡would ¡contradict ¡this ¡recommenda?on. ¡ ¡

public ¡amenity. ¡Browns ¡Field ¡is ¡currently ¡used ¡for ¡Junior ¡Rugby ¡and ¡would ¡represent ¡a ¡loss ¡of ¡amenity ¡for ¡sport, ¡recrea?on ¡and ¡public ¡ visual ¡amenity. ¡School ¡playing ¡fields ¡on ¡the ¡current ¡site ¡would ¡be ¡lost ¡to ¡housing, ¡and ¡footpaths ¡running ¡through ¡woodland ¡from ¡the ¡ southern ¡side ¡of ¡the ¡village ¡would ¡no ¡longer ¡enjoy ¡rural ¡views ¡to ¡open ¡countryside ¡to ¡the ¡north ¡across ¡Effingham ¡Lodge ¡Farm. ¡

Lower ¡Road ¡sites ¡inappropriate ¡due ¡to ¡flood ¡/ ¡ground ¡water ¡risk ¡
1. Ground water is a major contributor to surface water
consistently over the last 10 years with flooding. 2. Environment agency flood maps clearly identify Effingham as being at risk from ground /surface water
line. 3. Rainfall falling on the Surrey Hills and Polesden Lacey estate is absorbed by chalk substrata, with ground water from these areas flowing north, towards Bookham Common. Before it reaches the Common, it hits an impermeable clay deposit, roughly along Lower Road – the “spring line”. 4. When this groundwater flow meets the clay strata it rises towards the surface and as this is combined with a fall in ground level, thus ground water emerges as springs along the line, and the path of these springs simply cannot be controlled. 5. During winter 2013/14, a spring emerged in a house in Little Bookham Street – up through a concrete floor. 6. By implication there is a significant risk that dwellings
susceptible to ground water flooding – which few insurance companies cover. 7. The surface water running off Lodge Farm along the North of the site contributes significantly to the regular flooding of Effingham Common Road and further impacts through streams to the River Mole, and Cobham.

CO2 ¡emissions ¡from ¡transport ¡in ¡Surrey ¡totalled ¡2,029 ¡ ¡tonnes ¡per ¡capita ¡in ¡20088. ¡This ¡is ¡higher ¡than ¡ the ¡surrounding ¡South ¡East ¡average ¡of ¡1.7 ¡tonnes ¡and ¡the ¡UK ¡average ¡of ¡1.6 ¡tonnes ¡per ¡capita. ¡Guildford ¡ has ¡the ¡highest ¡levels ¡of ¡emissions ¡per ¡capita ¡(i.e. ¡borough ¡resident) ¡of ¡all ¡Surrey ¡districts. ¡ 3. The ¡Guildford ¡economy ¡is ¡already ¡heavily ¡reliant ¡on ¡staff ¡travelling ¡into ¡the ¡Borough ¡and ¡over ¡half ¡of ¡ work ¡placed ¡based ¡jobs ¡are ¡concentrated ¡in ¡three ¡wards ¡within ¡the ¡Guildford ¡urban ¡area. ¡ ¡ 4. The ¡enabling ¡development ¡proposed ¡in ¡terms ¡of ¡scale ¡and ¡nature ¡does ¡not ¡meet ¡any ¡of ¡the ¡condi?ons ¡set ¡out ¡within ¡ condi?ons ¡expected ¡to ¡be ¡met ¡under ¡‘Excep?onal ¡or ¡Special ¡Circumstances’ ¡and ¡are ¡in ¡no ¡way ¡limited, ¡nor ¡do ¡they ¡ address ¡objec?vely ¡assessed ¡needs. ¡The ¡local ¡community ¡need ¡is ¡more ¡limited ¡and ¡of ¡a ¡very ¡different ¡mix ¡of ¡housing. ¡ The ¡proposals ¡do ¡not ¡address ¡the ¡already ¡iden?fied ¡community ¡needs ¡for ¡housing ¡in ¡scale, ¡mix ¡or ¡affordability. ¡ 4. The ¡harm ¡to ¡the ¡Green ¡Belt, ¡the ¡enormous ¡impact ¡on ¡the ¡character ¡and ¡historic ¡sexng ¡of ¡the ¡village ¡and ¡the ¡community ¡ is ¡not ¡jus?fied ¡by ¡the ¡poten?al ¡benefit ¡of ¡a ¡new ¡school ¡and ¡the ¡six ¡years ¡of ¡inconvenience ¡and ¡risk ¡to ¡public ¡safety ¡that ¡it ¡ would ¡take ¡to ¡build ¡it. ¡ 5. The ¡needs ¡of ¡the ¡school ¡are ¡not ¡excep?onal; ¡this ¡is ¡an ¡outstanding ¡school ¡in ¡a ¡standard ¡state ¡of ¡repair ¡with ¡op?ons ¡to ¡ refurbish ¡and ¡relocate ¡faculty ¡buildings ¡that ¡have ¡not ¡been ¡fully ¡explored. ¡By ¡its ¡own ¡assessment ¡ ¡it ¡has ¡more ¡than ¡ adequate ¡provisions ¡in ¡terms ¡of ¡playing ¡fields ¡and ¡buildings ¡and ¡currently ¡integrates ¡well ¡with ¡the ¡local ¡community ¡ facili?es ¡which ¡will ¡be ¡at ¡risk ¡if ¡the ¡new ¡build ¡goes ¡ahead. ¡ 6. The ¡proposal ¡completely ¡ignores ¡increased ¡capacity ¡for ¡secondary ¡school ¡places ¡that ¡is ¡planned ¡to ¡come ¡on ¡stream ¡in ¡ September ¡2015, ¡which ¡is ¡before ¡the ¡proposed ¡build ¡even ¡starts. ¡The ¡two ¡new ¡Free ¡Schools ¡planned ¡for ¡this ¡area ¡have ¡ already ¡secured ¡government ¡funding, ¡and ¡require ¡no ¡enabling ¡funding ¡with ¡its ¡concurrent ¡impact ¡on ¡loss ¡of ¡Green ¡Belt ¡ permanence ¡and ¡character. ¡
