Summary ¡of ¡Proposal ¡ OVERVIEW ¡ Berkeley ¡Homes ¡and ¡the ¡Howard ¡Partnership ¡Trust ¡have ¡entered ¡into ¡a ¡Joint ¡Venture ¡Partnership ¡to ¡build ¡a ¡new ¡2000+ ¡pupil ¡ school ¡and ¡sixth ¡form ¡centre ¡on ¡Green ¡Belt ¡land ¡in ¡the ¡heart ¡of ¡Effingham ¡village. ¡(Effingham ¡Lodge ¡Farm ¡lands) ¡ The ¡current ¡school ¡site, ¡and ¡an ¡addiTonal ¡area ¡at ¡Browns ¡Field, ¡are ¡proposed ¡as ¡sites ¡for ¡residenTal ¡developments ¡of ¡141 ¡new ¡ homes ¡to ¡generate ¡enabling ¡funds ¡for ¡the ¡school ¡build. ¡ ¡ Further ¡enabling ¡development ¡of ¡156 ¡homes ¡is ¡also ¡planned ¡for ¡Effingham ¡Lodge ¡Farm. ¡ All ¡sites ¡are ¡within ¡Green ¡Belt ¡and ¡two ¡are ¡currently ¡undeveloped. ¡Browns ¡Field ¡also ¡sits ¡within ¡the ¡ConservaTon ¡Area ¡of ¡ Effingham, ¡and ¡all ¡three ¡sites ¡are ¡outside ¡of ¡the ¡sedlement ¡area ¡of ¡the ¡village. ¡Both ¡Browns ¡Field ¡and ¡Effingham ¡Lodge ¡Farm ¡are ¡ fundamentally ¡important ¡to ¡the ¡open ¡character ¡and ¡permanence ¡of ¡the ¡Metropolitan ¡Green ¡Belt. ¡ To ¡be ¡accepted ¡the ¡planning ¡applicaTon ¡must ¡demonstrate ¡‘Special ¡Circumstances,’ ¡as ¡outlined ¡in ¡the ¡NPFF ¡and ¡where ¡Green ¡ Belt ¡boundaries ¡are ¡impacted ¡must ¡also ¡demonstrate ¡that ¡such ¡circumstances ¡are ¡‘ExcepTonal’ ¡as ¡per ¡recently ¡enhanced ¡ government ¡guidance ¡on ¡the ¡topic ¡from ¡the ¡CommuniTes ¡Department. ¡ ¡This ¡paper ¡explores ¡whether ¡the ¡applicaTon ¡meets ¡any ¡ of ¡the ¡condiTons ¡specified ¡for ¡these ¡requirements. ¡ Browns ¡Field ¡ Effingham ¡Lodge ¡Farm ¡

H OWARD ¡ OF ¡E FFINGHAM ¡ DETAILED ¡ PROPOSALS ¡ 1. The ¡proposed ¡development ¡of ¡295 ¡ homes ¡on ¡three ¡Green ¡Belt ¡sites. ¡ 2. The ¡scale ¡and ¡density ¡of ¡the ¡proposals ¡ can ¡be ¡clearly ¡seen ¡from ¡this ¡plan. ¡ ¡ 3. EffecTvely ¡this ¡applicaTon ¡alone ¡will ¡ double ¡the ¡sedlement ¡area ¡of ¡the ¡ village, ¡accounTng ¡for ¡the ¡loss ¡of ¡c. ¡28 ¡ Hectares ¡(70 ¡acres) ¡of ¡open ¡Green ¡Belt ¡ land ¡effecTvely ¡closing ¡the ¡strategic ¡ gap ¡between ¡Effingham ¡and ¡Lidle ¡ Bookham ¡villages, ¡and ¡dominaTng ¡the ¡ Effingham ¡landscape. ¡ ¡ 4. The ¡development ¡will ¡impact ¡on ¡all ¡key ¡ access ¡roads ¡to ¡the ¡village ¡and ¡disrupt ¡ village ¡life ¡for ¡c. ¡six ¡years ¡during ¡the ¡ construcTon ¡process. ¡ 5.
