ECRB Core functions

According to the 58th Article of the Treaty Establishing the Energy Community, the main functions of the Regulatory Board are the following:

• advise the Ministerial Council or the

Permanent High Level Group on the details of statutory, technical and regulatory rules;

• issue Recommendations on cross-border

disputes involving two or more Regulators, upon request of any of them;

• take Measures, if so empowered by the

ECRB activities

Based on the treaty provisions, ECRB activities are mainly based and oriented on the well-known three pillars:

• Provide coordinated energy policy debates
• Harmonise the regulatory rules across borders
• Share the regulatory knowledge and best

experiences The elected ECRB President shall have a unifying role and promote the interests of the ECRB member countries !

ECRB priorities for the upcoming period

• Enhance cooperation between Energy Community contracting parties;
• Share the regulatory knowledge and best experiences towards a uniform

application of the acquis communautaire;

• Harmonise the regulatory rules on implementation of the Network Codes,

REMIT;

• Establish the regulatory duties in context of Implementation of Infrastructure

Regulation 347/2013;

• Issue opinions on the preliminary decisions on certification of TSOs;
• Wider cooperation with the European institutions and organisations;
• Fair energy transition for the Western Balkan and Eastern European

countries;

• End-consumer in the driving seat during the process of the market

liberalisation.
