TAIEX Background

• Created in 1996
• Managed by the European Commission

–DG Enlargement, Institution Building Unit (D5)

• The Institution Building Unit is responsible for the main

technical assistance instruments of DG Enlargement: TAIEX: short term technical assistance (two weeks maximum) TWINNING & TWINNING LIGHTS: long term technical assistance ( 6 months up to one year) SIGMA: support to public administration by enhancing capacity to implement EU policies and the acquis communautaire in co-operation with the OECD

Mission statement

To provide institution building support by improving administrative capacity in all areas of the EU acquis communautaire in order to support the alignment, application and enforcement of the acquis communautaire in the beneficiary countries

• New Member States:

– Cyprus, Czech Republic, Estonia, Hungary, Latvia, Lithuania, Malta, Poland, Slovakia and Slovenia

• Candidate Countries:

– Romania, Bulgaria, Turkey & Croatia

• Western Balkans:

– Albania, Bosnia and Herzegovina, The Former Yugoslav Republic of Macedonia, Serbia and Montenegro, Kosovo (UNSCR 1244)

• Turkish Cypriot community of northern Cyprus
• European Neighbourhood Policy:

– Possible extension of TAIEX instrument area of activity in 2006 to Eastern European Countries, the Middle East and the Magreb countries)
