In 2001 the European Parliament and the Council adopted the Recommendation providing for minimum criteria for environmental inspections (RMCEI) In 2006 the Netherlands (VROM Inspectorate) led an IMPEL Comparison Programme “Doing the right things” (DTRT I)
– Aim was to explore how inspection authorities set priorities with regard to their tasks and activities, being one of the key steps in setting up inspection plans – Project recommendation was to develop a practical guide on planning of environmental inspections for all IMPEL member countries

As a follow up of the DTRT I and II, in November 2007, was the final version of the “Doing the right things II”, a step-by step guidance book for planning of environmental inspections DTRT – Doing The Right Things III
The guidance book was developed: – To support inspecting authorities in carrying out that difficult task (MCEI) – It helps to pose the right questions and suggests ways for finding the right answers – Guidance book describes the steps for setting up an inspection plan – These steps form the Environmental Planning Cycle, which in turn is part

In 2008 VROM Inspectorate started with the project “Doing the right things III” 2 workshops were organized:

13-15.10.2008 Leiden, Netherland Training sessions on planning of inspections
Aim: – to help participants understand the concept of the Environmental Inspection Cycle and the Environmental Planning Cycle as described in the step-by-step guidance book – to train on how to develop an inspection plan, using the step-by-step guidance book, and how they can pass this knowledge on within their own country Activities: – Presentation of the guidance book – Presentation of the steps on inspection planning – Exercises in working group

Aim: – To support with the implementation of the methodology in the Member States
- Solutions to the identified bottlenecks when bringing the DTRT-principle into practice
- Exchange of information and good practices

- Develop implementation plan for bringing the DTRT-principle into practice
- Support with practical planning issues
- Information Exchange network
- Input for Multi-Annual working program IMPEL to keep the DTRT-principle alive

Situation in Macedonia regarding RMCEI:
Since January 2007 in R.Macedonia are in force 2 ordinance (in accordance with Law on Environment) regards to MCEI:
- the Ordinance on the contents of the annual report on the performed
inspection supervision, as well as on the manner and term of the report delivery
- the Ordinance on the content of the annual plan on the inspection
2007 – individual inspection plan monthly and annual report 2008 – individual inspection plan monthly and annual report 2009 – individual inspection plan and general inspection plan monthly and annual report
