  1. NZ Heavy Haulage Association The Overdimension and Overweight Transport Industry East st We West t Li Link k Pr Proposal posal The Perspective of the Heavy Haulage Industry

  2. NZ Heavy Haulage Association The Overdimension and Overweight Transport Industry PRESEN SENTA TATION TION OVERVIEW RVIEW General support for the project proceeding The significance of the Heavy Haulage sector Importance of the design envelope constraints Importance of project timing

  3. NZ Heavy Haulage Association The Overdimension and Overweight Transport Industry THE HE HE HEAVY VY HA HAULAGE LAGE IND NDUSTRY STRY Specialist sector of the road transport industry Transport loads for clients that are: - Wide - High - Long - Heavy And they are “indivisible” – not easily made smaller.

  4. NZ Heavy Haulage Association The Overdimension and Overweight Transport Industry THE HE HE HEAVY VY HA HAULAGE LAGE IND NDUSTRY STRY Excavator ex Auckland Port – Gross weight approx. 100T

  5. NZ Heavy Haulage Association The Overdimension and Overweight Transport Industry THE HE HE HEAVY VY HA HAULAGE LAGE IND NDUSTRY STRY Boat ex Westhaven Marina – 6.5m travelling height

  6. NZ Heavy Haulage Association The Overdimension and Overweight Transport Industry THE HE HE HEAVY VY HA HAULAGE LAGE IND NDUSTRY STRY Main Boring Head – “Alice” at 268T

  7. NZ Heavy Haulage Association The Overdimension and Overweight Transport Industry THE HE HE HEAVY VY HA HAULAGE LAGE IND NDUSTRY STRY Highly regulated industry Approval for transporting loads is by specialist permit from: NZTA – Overdimension NZTA and Road Controlling Authorities – Weight Power Line Owners – Height Chorus & other providers – Height

  8. NZ Heavy Haulage Association The Overdimension and Overweight Transport Industry THE HE HE HEAVY VY HA HAULAGE LAGE IND NDUSTRY STRY Need to transport loads on routes to cater for: - Dimension requirements - Structural requirements Usually few routes that meet the specifications A key role for the Association is to advocate for routes to be designed and maintained for OD/OW

  9. NZ Heavy Haulage Association The Overdimension and Overweight Transport Industry THE HE EAST ST WEST T LINK NK PROJECT OJECT In general we support the construction of a route that links SH1 with SH20. The removal of freight and light traffic from local roads is beneficial The reduction in travel times through area on both the East West Link and local roads would be measurable.

  10. NZ Heavy Haulage Association The Overdimension and Overweight Transport Industry THE HE EAST ST WEST T LINK NK PROJECT OJECT Overdimension and overweight loads may be able to use the East West route Recommend that there are suitable dimension specifications But – main route for overdimension and overweight loads will remain on local roads – not SH’s and EW route

  11. NZ Heavy Haulage Association The Overdimension and Overweight Transport Industry ROUT UTE E REQUIREMENTS UIREMENTS Main n heavy haulage age ro route - Ore rewa wa

  12. NZ Heavy Haulage Association The Overdimension and Overweight Transport Industry ROUTE UTE REQUIREMEN UIREMENTS TS For many years Association has sought: 11.5m wide and 6.5m high

  13. NZ Heavy Haulage Association The Overdimension and Overweight Transport Industry ROUTE UTE REQUIREMEN UIREMENTS TS Divided Road situation:

  14. NZ Heavy Haulage Association The Overdimension and Overweight Transport Industry ROUTE UTE REQUIREMEN UIREMENTS TS These figures are derived from the fact that the Rules for OD loads allow: 11.0m width 6.5m height Without special engineering permission

  15. NZ Heavy Haulage Association The Overdimension and Overweight Transport Industry ROUTE UTE REQUIREMEN UIREMENTS TS NZTA’s general route dimensions are: 10m wide 6m high In discussion with NZTA  cost/benefit analysis whether to increase the general dimension criteria

  16. NZ Heavy Haulage Association The Overdimension and Overweight Transport Industry ROUTE UTE REQUIREMEN UIREMENTS TS Analysis of OD permits shows that: In any year 4000 loads moved over 4.5m wide Of these: - 82% are up to 10m in width - 97% are up to 11m in width 1 in 7 loads in this band between 10 and 11m

  17. NZ Heavy Haulage Association The Overdimension and Overweight Transport Industry ROUTE UTE REQUIREMEN UIREMENTS TS: : Analysis of OD permits shows that: In any year 4700+ loads moved over 4.25m high Of these: - 93% are up to 5.8m in height (200mm clearance) - 98% are up to 6.3m in height (200mm clearance) 1 in 20 loads in this band above 5.8m in height

  18. NZ Heavy Haulage Association The Overdimension and Overweight Transport Industry ROUTE UTE REQUIREMEN UIREMENTS TS The Association submits that for this project that dimensions should be required to be: 11.5m width 6.5m height Along the East West Project route BUT ALSO – Where it crosses over Great South Road

  19. NZ Heavy Haulage Association The Overdimension and Overweight Transport Industry OVERDIMENS RDIMENSION ION & OVERWEIGHT RWEIGHT ROUTE UTE The only route north/south in/out Auckland is along Great South Road / Sylvia Park Road This route will be cut unless sufficient capacity is provided under the East-West link

  21. NZ Heavy Haulage Association The Overdimension and Overweight Transport Industry

  22. NZ Heavy Haulage Association The Overdimension and Overweight Transport Industry ROUTE UTE REQUIREMEN UIREMENTS TS: : HE HEIGHT HT The Association’s Recommendation: That a condition of consent approval must be to allow at least 6.5m clearance as East West goes over Great South Road This includes - the separate pedestrian bridge at Great South Road - The new traffic signals at GSR / Sylvia Park

  23. NZ Heavy Haulage Association The Overdimension and Overweight Transport Industry ROUTE UTE REQUIREMEN UIREMENTS TS: : WIDTH The Association’s Recommendation: That a condition of consent approval must be to allow at least 11.5m width clearance as East West goes over Great South Road This includes - the separate pedestrian bridge at Great South Road - The new traffic signals at GSR / Sylvia Park

  24. NZ Heavy Haulage Association The Overdimension and Overweight Transport Industry ROUTE UTE REQUIREMEN UIREMENTS TS: : WEIGHT HT The Association advocates that road surfaces and structures are built to allow loads travelling on overweight permits. In practice this means complying with the standard HN-HO-72 This is the usual standard that NZTA use

  25. NZ Heavy Haulage Association The Overdimension and Overweight Transport Industry ROUTE UTE REQUIREMEN UIREMENTS TS: : WEIGHT HT However the East West Link will effectively place large restrictions on overweight loads on using Sylvia Park Road The solution is to use Great South Road, however the Over Rail bridge is weight restricted for overweight loads

  26. NZ Heavy Haulage Association The Overdimension and Overweight Transport Industry

  27. NZ Heavy Haulage Association The Overdimension and Overweight Transport Industry ROUTE UTE REQUIREMEN UIREMENTS TS: : WEIGHT HT Auckland ckland Trans ranspo port rt say: - The bridge is weight restricted due to construction of the bridge, with a thin deck and no sharing of overweight loads across beams - Solution is to replace the deck to ensure that it is strong enough and tied into the beams to ensure the load sharing.

  28. NZ Heavy Haulage Association The Overdimension and Overweight Transport Industry ROUTE UTE REQUIREMEN UIREMENTS TS: : WEIGHT HT The Association’s Recommendation: That a condition of consent approval must be to upgrade the weight capacity of the Over-Rail bridge on GSR This must be to at least HN-H0-72 to allow for overweight loads The proposal is simply to add two traffic lanes – but this does not address this capacity issue

  29. NZ Heavy Haulage Association The Overdimension and Overweight Transport Industry ROUTE UTE REQUIREMEN UIREMENTS TS There are other issues for overweight loads travelling straight through on GSR: - Now need to use Vesty/Niall Burgess or Portage Road to travel through to Mt Wellington (current route) - There will be intersection improvements that need to happen to allow overweight transporters to travel through here

  30. NZ Heavy Haulage Association The Overdimension and Overweight Transport Industry ROUTE UTE REQUIREMEN UIREMENTS TS The Association’s Recommendation: That a condition of consent approval must be to undertake the following prior to removing Sylvia Park Road as an overweight route: - The strengthening of the Over Rail Bridge on GSR - The changes to new overweight routes on local roads Construction timing is critical

  31. NZ Heavy Haulage Association The Overdimension and Overweight Transport Industry ROUTE UTE REQUIREMEN UIREMENTS TS – ABNORMAL NORMAL LO LOADS There are some abnormal sized loads that have travelled along GSR / Sylvia Park route Two loads in the last 10 years have travelled at a height of 7.0m, which won’t fit There needs to be some planning for allowing such loads to travel

  32. NZ Heavy Haulage Association The Overdimension and Overweight Transport Industry Huntly ly powe wer station ion upgrad ade: e: height ht = 7 7.0m, , we weight t = 3 377T
