  3. Created in 2009 by seven institutional partners in order to federate public actors and private companies. The mission: support the governmental strategy aiming to reinforce the sector. The Cluster does not only focus on logistics companies but welcomes enterprises making use of logistics services . Currently the Cluster regroups over 100 actors. Around 60 belong to the Logistics sector while the rest provides or requests specific services. Typical actions of the Clusters : 21/10/2016  Increase the recognition of logistics in Luxembourg 3  Manage workgroups to improvecompetitiveness  Communicate recommendations to governmental authorities

Where are we now? • Exists since 2008 • Eight European countries adopted e-CMR protocol • The Netherlands, Bulgaria, Czech Republic, Denmark, Latvia, Lithuania, Slovakia, Spain and Switzerland • Equivalent to the paper CMR version – no paper version needed anymore Main advantages: • Reduction of time and costs • Reduction of fraud • More Transparency and easier archiving Problem : It needs two bordering countries for cross-border transport. 21/10/2016 4

EU supports ECMR Example: On the Digital Transport and Logistics Forum 1st Plenary session Brussels, 1 & 2 July 2015 e-transport documents: Enforcement bodies are prepared to check on eDocuments rather than on paper documents. Since the adoption, shippers have experienced reduction of administrative burden and better management of time . Push for ratification of the eCMR protocol: the fact that only 10 MSs have ratified the eProtocol (eCMR) makes the cross-border use of the eCMR partly impossible. This is why Forum Members call the EU to push for ratification. Multimodal transport documents: some stakeholders also call for the development and use of cross-modal eDocuments . Related cross-modal liability questions may need to be looked into 21/10/2016 5

Purpose: • Analysis of the sector in collaboration with the CRP Henri Tudor • Implement a genuine logistics development policy in a globalized economic world • Allows public and private sectors to optimally allocate resources to develop a coherent strategy • 222 recommendations were presented to politicians which led to the implementation of a large part. (the study can be downloaded on the website of the Cluster) In the study Future for Logistics (2012) : the members of C4L recommend a stronger implication of Electronic documents and the Single Window for Logistics in order to optimize the processes involving all players, speed up operations and have a faster transit of goods 21/10/2016 6
