PA 295 of 2008 has led Detroit Edison to develop the following RPS Portfolio Plan Solar • At least 50% will be 3 rd Landfill Gas 22 MW 11 MW party-owned Biomass • Majority expected to be ~ 40 MW wind energy • Limited availability of landfill gas, biomass, ~ 1,000 MW hydro in Michigan Wind New Renewable ~ 900 MW • Pilot programs for Solar Capacity 2

Customer-Owned Solar Pilot Program Phase 1 (Fully Subscribed) • 5 MW in total nameplate capacity, $25 Million Budget • Customers can install solar systems up to 20 kW, following Net Metering and interconnect guidelines • 581 projects commissioned as of 4/3/13, 75/25 % split between residential and non-residential based on a number of projects • Projects located in all 13 counties of DTE Energy’s electric service territory Phase 2 (Open) • 2 MW in total nameplate capacity, $2 Million budget • Projects selected through application process through 3/1/2015 • Incentives are lower than Phase 1 offering 3
