DBE Program
It is the policy of Kitsap Transit to ensure that DBE’s have an equal
- pportunity to receive and participate in DOT assisted contracts.
- To ensure nondiscrimination
- To create a level playing field on which DBE’s can compete fairly
- To ensure that the DBE Program complies with applicable laws
- To ensure eligibility standards and firms fully meet 49 CFR Part 26
- To help remove barriers to the participation of DBE’s
- To assist the development of firms that can compete successfully in the
market place outside the DBE Program.

DBE Goal Setting
- DBE goals are set for three federal fiscal years.
– Current goal is 2.93%, this process determines new three year goal. – DBE goals apply to federally funding contracting
- pportunities only.
– DBE goals do not include contracts for transit vehicle manufacturing.
- KT DBE goal represents the availability of ready,
willing and able DBE’s on projected federally funded contracting opportunities.

- Methodology is prescribed by federal regulations
- Collect data on anticipated contracts for the next
three fiscal years
- Identify the available DBE’s to perform the work
- Determine Base Figure
- Adjust Base Figure based on public comments and
past participation
