  2. Who is a Person with Disabilities? ■ “Persons with disabilities” include those who have long term physical, mental, intellectual or sensory impairments which in interaction with various barriers may hinder their full and effective participation in society ~ Malaysia’s Persons with Disabilities Act (2008)

  3. United Nations The United Nations Equalization of Opportunities for Persons with Disabilities (1993) & Convention on the Rights of Persons with Disabilities (2008), aims to “promote, protect and ensure the full and equal enjoyment of all human rights and fundamental freedoms by all persons with disabilities, and to promote respect for their inherent dignity”.

  4. Malaysia’s Persons with Disabilities Act (2008) An Act to provide for the registration, protection, rehabilitation, development and wellbeing of persons with disabilities, the establishment of the National Council for Persons with Disabilities, and for matters connected therewith

  5. World statistics on PwDs Currently around 15 per cent of the total world's population, or roughly 1 billion people, live with a disability. In most of the OECD countries, females have higher rates of disability than males.   7. Background of the DSU ■ Established on 1 July 2012 ■ The establishment is to cater to the special needs of students, staff and visitors with disabilities, and establish inclusiveness at the IIUM ■ Our current office is located at Level 1, Muhammad Abdul Rauf Building

  8. Students at the IIUM According to Disability, Semester 2, 2019/2020

  9. MAIN FUNCTIONS ■ To ensure the provision of facilities for for disabled students, staff & visitors ■ To liaise with the Development Division, the Welfare Unit, and other Kulliyyahs/Centers/ Divisions /Units to ensure the welfare of disabled students, staff & visitors ■ To establish policies and administrative system with regard to meeting the needs of disabled students, staff & visitors

  10. MAIN FUNCTIONS (cont’d) ■ Offer advise on inclusive teaching practices ■ Advisor to the IIUM Ibn Ummi Maktum Club (I-MaC) ■ A students society established for disabled students and their volunteers in IIUM

  11. SERVICES For Students With Disabilities ■ The purchase of assistive devices & equipment ■ Financial assistance for maintenance of assistive devices: maximum of RM1000 per year ■ Making arrangements for accessible rooms at Mahallah (PG rooms for UG students with mobility problems at UG rates) ■ Making arrangements to provide special facilities tailored to the needs of the students with disabilities

SERVICES (cont’d) Conducting programs for self-development of students with ■ disabilities Making arrangements for special accommodation during ■ examinations (e.g. extra time, if needed (require support letter from medical doctor), or use of special equipments/devices) Providing support letter for applications for study leave, ■ financial or any other assistance (related to the student’s disability) from the University Arrangements for priority registration & for accessible ■ classrooms Entertain any other requests for assistance related to disability ■

SERVICES (cont’d) For both students and staff with disabilities: Arrangements for accessible transport facilities for ■ wheelchair-users Arrangements for the provision of special ■ room/equipment/services at the Kulliyyah/Mahallah/Office to cater for the specific needs/requirements Arrangements for upgrade of facilities to meet the needs of ■ the student/staff with disabilities Provide reasonable accommodation to any other requests ■ for assistance related to disability

  14. Other Benefits for Students with Disability ■ For Malaysian Students who are registered with Department of Social Welfare – eligible for RM300 monthly allowance from Ministry of Higher Education (given every 6 months)

  15. IIUM Library Services Arrangement for special library tour for students ■ with disabilities during the Ta’aruf Week Assistance for any person with disabilities in ■ getting books from shelves or any other library-related services, upon request. A special room for students with disabilities at ■ level 2 in the library building. Allocate at least 1 open carrel for students with ■ disabilities at each level of the library building

  16. IIUM Library Services (cont’d) Allocate a monthly carrel room and a two-hourly ■ carrel room for postgraduate students with disabilities at level 2 of the library building. Assist with the use of special equipment and other ■ facilities provided by the library, when necessary. Allocate a research room for lecturers/researchers ■ with disabilities at level 2 of the library building.

  17. IIUM Library Services (cont’d) ■ Contact and assign volunteer readers from a pool of readers set up by the library & DSU to assist the blind and vision impaired, when necessary.

University Level Awards ■ Abdullah Ibnu Ummi Maktum Special Achievement Award (Academic) For Student With Special Needs Criteria: ■ The student must be a disabled student as verified by a disability identification card (‘OKU’ Card) or medical certification. ■ Achieved the strongest academic performance based on CGPA & program

University Level Awards (cont’d) ■ Amru Ibnu Al-Jamuh Special Achievement Award (Co-curriculum) For Student With Special Needs (Amr Ibnu Al-Jamuh was one of the Companions of Prophet Muhammad (s.a.w) and his leg was physically disabled. However, despite his disability, he died as a martyr during the Battle of Uhud)

  20. University Level Awards (cont’d) Criteria: ■ The student must be a disabled student as verified by a disability identification card (‘OKU’ Card) or medical certification. ■ The student must have the highest STAR Points based on CCPA Report. ■ The student must have good academic performance preferably with CGPA of 2.33 and above.

Issues Focus on implementing disability inclusion ■ Focus on support for student independence ■ Focus on student’s intellectual development & ■ academic performance Focus on development of students leadership & ■ organizational skills Compliance to university rules & regulations ■ Students as DSU’s partners for further ■ improvements in facilities
