Agency Mission and Vision OUR MISSION The Department of Small and Local Business Development (DSLBD) supports the development, economic growth, and retention of District-based businesses, and promotes economic development throughout the District’s commercial districts. OUR VISION DSLBD envisions a business environment in which: 1) DC businesses are connected in real-time with local, federal, and global business opportunities; 2) Businesses navigate government quickly, confidently, and effectively; and, 3) Every entrepreneur and business with a great idea and a great plan has the capital to make it happen.

Mission
The Department of Small and Local Business Development (DSLBD) supports the development, economic growth, and retention of District-based businesses, and promotes economic development throughout the District’s commercial districts. Role of Certification, Compliance and Enforcement (CCE) Division: To administer uniformity, consistency and efficiency in executing, monitoring, tracking, reporting and enforcing Certified Business Enterprise (CBE) contract activities of program requirements for local businesses desiring to conduct business with the District of Columbia government and its vested interests. Compliance and Enforcement ensures compliance with the utilization and participation of CBEs pursuant to DC Laws and Regulations. Increase Quality Controls and Assurance.

DSLBD has…
- Conducted a comprehensive review of its CBE Program during FY 2012.
- Provided the Mayor with the department’s findings & recommendations in
September 2012.
- Evolved the purpose of the CBE Program to include 3 elements: business
certification; compliance and enforcement; and business development.
- The review focused on business certification processes and the increase of
compliance and enforcement functions of the CBE Program.
- Found through its review the following major themes noted for change:
- Advance methods of certification processing for various application types in a
shorter period,
- Design a more thorough analysis of business quality during certification process,
- Assessing impact of current and proposed legislation on Certification processes
and how CBEs gain opportunities,
- Increase the staff for Certification, Compliance & Enforcement Programs, and
- Allow the department to assess penalties related to CBE utilization and abuse or
fraud.

CBE Program: At a Glance
Businesses may be certified in any of the following categories; however, only a maximum of 12 points that can be applied toward any contract award. In evaluating requests for bids (RFB), contracting personnel apply a percentage reduction in price according to CBE designation. In evaluating requests for proposals (RFP), contracting personnel apply points to proposal evaluations according to CBE designation. DSLBD also certifies joint ventures*, which are project specific, and vendors in the CBE Certification Program.

(a) Each agency, including an agency that contracts or procures in whole or in part through the Office of Contracting and Procurement, shall exercise its contracting and procurement authority so as to meet, on an annual basis, the goal of procuring and contracting 50% of the dollar volume
