Offers help with obtaining necessary permits, funding for starting your business, counseling and more.

Contracting Connections July, 2016 the Board of Supervisors passed a 4 year plan to increase utilization of Local Small Business, (LSBE) and Disabled Veteran Business (DVBE) countywide. • Support and boost local economy • Get 25% of contracts awarded to certified local small businesses (LSBEs) • Get 3% of contracts awarded to certified disabled veteran- owned businesses (DVBEs) • Enhance the bid preference from 8% to 15% • Raise the cap on the preference from $50K to $150K • Create a new preference program for Social Enterprises (SE)

Social Enterprise Eligibility Requirements: Your enterprise may qualify for certification if the principal place of business is located in Los Angeles County, or you have a major office located in Los Angeles County. • Has been in operation for at least one (1) year providing transitional jobs, including access to supportive services to a transitional workforce employing at least 51% of a transitional workforce • Certified by B-Corporation by B-Labs • Is incorporated as a Benefit Corporation or Social Purpose Corporation with the State of California • Is certified “Green” from a government agency • A business whose primary purpose is the common good as demonstrated through a published mission statement and whose principal activity is directly related to accomplishing the social mission

Social Enterprise Eligibility Requirements: Social Impact Assessment Applicants must complete a Social Impact Assessment which demonstrates the applicant’s social mission, programs, services, and key performance indicators. We require the submission of supporting documentation that demonstrate the following: 1. What is the primary social mission of your business? 2. How is your social mission integrated into your business model? 3. What metrics does the business track to measure its social impact?

  7. All Preference Programs Get 15% Bid Preference! If you are bidding competitively on Lowest Certified bidder certain L.A. County solicitations, a bidder bid price “preference” or reduction is applied to the certified business’s proposed price.

  12. L.A. County Office of Small Business Procurement Methods

Common Procurement Methods • Within delegated authority o Executed by the departments for a low dollar purchase (typically under $5,000) and must obtain a minimum of three (3) quotes. • Outside of delegated authority o Executed by the Purchasing Agent for higher dollar purchase the number of quotes varies from 3 to posting for public solicitation with no quote limit. • Agreement purchase o For high volume, high usage or routine goods where a Master Agreement exists. • Department solicitation for services o Service contract awards valued over $200,000 must be approved by the Board of Supervisors.

Master Agreement • Master Agreements (MA) are utilized when the County desires a list of pre-qualified vendors to perform various services, on an as-needed basis. • Vendors submit their qualifications through a solicitation process, Request for Statement of Qualification (RFSQ). Vendors who meet the minimum qualifications identified in the RFSQ and accept the terms and conditions of the MA to become County contractors in the specific category for which they qualified. • As services are required, MA contractors are solicited in the categories for which they are pre-qualified. • Work or purchase orders are typically awarded to the lowest priced, qualified bidder, unless the work order solicitation identifies other specific evaluation criteria.

Social Enterprise Master Agreement • Social Enterprise Master Agreement • Exclusive to certified Social Enterprises. • Open continuously this RFSQ seeks certified SEs in a broad range of product and service categories. • Expanded this year to be more inclusive of start- up and smaller SE’s to include two (2) tiers. • Tier 1, a limited tier where awards are capped at $75,000. • Tier 2, no limit, awards sometimes exceed $1 million.
