Slowly ¡rebounding ¡economy ¡ High ¡levels ¡of ¡joblessness ¡
We ¡have ¡a ¡current ¡jobs ¡gap ¡of ¡roughly ¡300,000. ¡ ¡
Increased ¡demand ¡for ¡services ¡such ¡as ¡TANF ¡ Less ¡tools ¡to ¡deal ¡with ¡budget ¡shoroalls ¡like ¡one ¡5me ¡
federal ¡funds ¡and ¡Rainy ¡Day ¡Funds. ¡

÷ Last ¡budget ¡contained ¡gimmicks ¡like ¡the ¡accelerated ¡sales ¡tax, ¡
which ¡required ¡some ¡retailers ¡to ¡remit ¡sales ¡tax ¡a ¡month ¡early. ¡ Unwinding ¡will ¡cost ¡well ¡over ¡$100 ¡million. ¡

¡ Three ¡main ¡sources ¡of ¡revenue ¡in ¡Virginia ¡that ¡contribute ¡ to ¡our ¡General ¡Fund: ¡ ¡
In ¡our ¡modern ¡economy, ¡these ¡combined ¡funds ¡do ¡not ¡ meet ¡the ¡state’s ¡needs ¡for ¡major ¡programs ¡such ¡as ¡public ¡ educa5on, ¡public ¡safety, ¡and ¡the ¡safety ¡net. ¡
The ¡state ¡income ¡tax ¡has ¡not ¡been ¡altered ¡since ¡1987, ¡
and ¡the ¡highest ¡bracket ¡begins ¡at ¡the ¡taxable ¡income ¡of ¡ $17,000. ¡ ¡ ¡
Income ¡growth ¡has ¡been ¡heavily ¡concentrated ¡among ¡
higher ¡income ¡households ¡(in ¡recent ¡years) ¡ ¡ ¡
Adjus5ng ¡tax ¡brackets ¡and ¡rates ¡to ¡match ¡trends ¡in ¡
income ¡growth ¡would ¡provide ¡more ¡adequate ¡revenue. ¡ ¡

Services ¡and ¡internet ¡sales ¡are ¡essen5ally ¡not ¡taxed. ¡ ¡

Many ¡of ¡these ¡special ¡breaks ¡that ¡allow ¡companies ¡to ¡

The ¡coal ¡industry, ¡for ¡example, ¡has ¡received ¡tax ¡credits ¡in ¡
