Code of Conduct Members of the Delano Plan Advisory Committee, staff and others attending these meetings agree to honor the following tenets as we work together in providing guidance and recommendation on the future of Delano: • We will communicate with respect and courtesy in all our interactions, even at those times in which we may disagree. • We will listen to what others have to say without interruption and premature judgment. • We will welcome and respect different perspectives and opinions. • We are each prepared to dialogue with others, find common ground or consensus, and accept group voting if necessary, to develop recommendations and feedback for the City’s consideration. • We will give our time, talents and resources to support the work of the Delano Plan Advisory Committee as much as possible within our means and abilities. • Meetings will start and stop at the designated time in order to respect the other obligations of all committee members and staff. 6

Delano Overlay Objective: • Introduce special zoning to preserve character and charm • Architectural and site design guidelines in specific areas Progress to Date: • Delano Neighborhood Overlay District added to UZC in 2003 • Updated regulations on uses within Delano • Established design guidelines on residential and commercial uses • Established Design Review Committee and Design Advisory Committee with new review procedures 12

Down-zoning Current Zoning Objective: Consider down zoning with special focus on eliminating future incompatible land uses within established residential areas Previous Zoning Progress to Date: • Down zoning established as part of the Delano Overlay • Nearly all of Delano was down-zoned Limited Commercial Multi Family • Large reduction in industrial, multi Limited Industrial family, and two family zoning Two Family Multi Family Limited Commercial Single Family

Delano Community Development Corp Objective: Create 501 c3 to maintain vision and carry out necessary functions Progress to Date: • Delano United, Inc. created after plan adoption • Coordinates activities and projects • Key partners and projects: Delano Banners, Delano Clergy Association, Delano Neighborhood Association, Historic Delano, Inc., the business community, the Community Garden, the Farmers Market and Let's Rock and Roll and Change the World 14

Urban Village Objective: • Create world class multi-use neighborhood village in northeast Delano • Take advantage of nearby amenities • Catalyst for in-fill and renovation Progress to Date: • City RFQ for Delano Catalyst Site • EPC Real Estate Group selected - Hotel, apartments, parking, and commercial • Future Lawrence Dumont Stadium development

Douglas & Seneca Enhancements Objective: • Improve business opportunities along Douglas and Seneca • Enhance storefronts, facades, and streetscapes Progress to Date: • Street enhancements including road diet on Douglas between McLean and Seneca • Bicycle racks and lighting • Streetscaping along Seneca

  17. Property Conditions Objective: • Improve housing conditions • Better enforcement, appropriate zoning, assistance for improvements Progress to Date: • Updated zoning • No targeted enforcement or targeted assistance for improvements 17

  18. Linear Park Objective: • Convert vacant rail corridor into linear park • Connect neighborhood parks and expand recreation opportunities Progress to Date: • New TIF to help fund a multi-modal greenway path along the abandoned rail corridor

  19. Gateways Objective: Develop gateways to identify the neighborhood and celebrate history Progress to Date: • Clock tower at Douglas and Sycamore - Dedicated in 2003
