Derived from the Armscor Act 51 of 2003.
Mandated to: Be of service to the Department of Defence (DOD). Acquire Defence materiel on behalf of the DOD. Provide Research testing and evaluation capability to the DOD. Hold strategic capabilities on behalf of the DOD. Armscor may also provide such service to other Departments, or Governments on a regulated basis. Armscor may enter into commercial activity, subject to approval of the Minister.
To be the premier defence technology and acquisition service partner for the South African government and our allies on the African continent and the world.

BUSINESS CHALLENGES

The current system Lacks of flexibility to interface with Armscor’s Enterprise Content Management (ECM) system, i.e. Microsoft SharePoint.
- The current system Does not support all Armscor business areas that are
responsible for Product Configuration and Data Management (PCDM) and Record Management (RM).
- An end to end PCDM and RM cannot be fully realised

Insufficient technical support to respond to recurring system errors.

SOLUTION
The solution must include but not limited to the following capabilities:
- It should easily interoperate with other systems such as SharePoint, Microsoft
Outlook and Excel for communicating with other stakeholders.
- Ability to classify documents according to security classification levels, i.e.
(restricted, confidential and secret)
- Cater
for a minimum

- Ability to perform PDCM, RM, requirements management, asset registry and
serialization thereof.
- Unique identification of documentation for traceability purposes.
- The creation/insertion of Master Record Indices (MRI’s) as well as updates to the
releases of the MRI’s so that one can work with different baselines.
- Ability to update an MRI’s main distribution list based on index and revision.
- Ability to migrate an existing MRI/data to the envisaged incoming system.

SCOPE
The scope of these requirements is specific to Armscor business areas that are responsible for:
- Generating data related to acquisition and technology projects. This
includes intellectual property that is related to or acquired during the execution of a project.
- Generating, receiving, manipulating and archiving data for specific reasons.
Importing and Exporting Data (Normally done by the Administrator)
- The management and control of management documentation that describes
the business processes applicable to all departments/divisions of Armscor.
- PDCM and RM reporting.
- The management of biological assets.
- Data related to test management.
- The management of maritime related assets.

IMPLEMENTATION PLAN
The implementation plan should cover the following phases.

- Bid Evaluation Criteria
*Bidders must comply with paragraphs 3.5.1 to 3.5.4: Paragraph 3.5.1: Mandatory Black Equity Ownership of at least 25% Paragraph 3.5.2: Prequalification Criteria – Bidders shall have a minimum B-BBEE status level 2 or better Paragraph 3.5.3: Bidders shall comply with all four critical criteria in order for the bid to be further evaluated on the functional criteria. Please ensure the following: A) That the reference letters contain all the information stipulated in the critical criteria B) That the reference letters comply with the definitions as set out in paragraph 3.5.3.1 with regards to IMPLEMENTATION and SUPPORT of previous client systems Paragraph 3.5.4: Please note how the minimum qualifying score for Functional Criteria will be
