25th COSCAP SA Steering Committee Record of Conclusions Paradise Island, Maldives CLOSED DOOR SESSION JULY 19, 2016 The Chairperson of COSCAP SA/DGCA India, Ms. M. Sathiyavathy welcomed all Closed Door participants to the 25th SCM. She provided a recap of COSCAP SA related key meetings since the 24th COSCAP SA SCM, which had been held in Delhi India last year. She briefly explained some COSCAP SA related activities including the SACBM. She emphasized the need for all member States to take full advantage of COSCAP SA assistance/support as necessary. She thanked the Maldives CAA for hosting the 25th COSCAP SA SCM and for all the wonderful meetings arrangements. She then explained the format change of the SCM and then proceeded with the introduction of the Closed Door SCM participants. Participants involved the DGCAs/Chairpersons and delegates from all seven COSCAP SA Member States being: India, Bhutan, Bangladesh, Maldives, Nepal, Pakistan and Sri Lanka., and the CTA of COSCAP SA. SC25-1 - Adoption of the Agenda The agenda as presented was reviewed and adopted by the SC. SC25-2 - Action Taken on the Decisions of the 24th COSCAP-SA Steering Committee (DP1)  The CTA reviewed the 24th Steering Committee Meeting decisions and actions taken

  • n those decisions as per the Discussion Papers. Those areas included:
  • Phase IV Progress Programme Progress Report (2014-2015)
  • Annual Work Programme (2015-2016)
  • Programme Contributions and Budget (2015-2016)
  • COSCAP Regional Aviation Safety Team Report – Changes in SARAST
  • Implementation of SARI - OPS and FCL
  • SACBM – progress report and payment of travel expenses and nominal fees
  • AIG
  • Relocation of COSCAP SA Office
  • Participation of Afghanistan

 A discussion among member States took place in regards to standardizing the payment of travel expenses and nominal fees of experts. Discussion points involved the following:

  • Utilization of UN DSA rates (for traveling expenses) will allow

standardization among Member States. Note: DSA does not include cost of the airline ticket

  • Nominal fees: is a compensation (bonus) for the expert. The SC should

establish a standardized system to provide a nominal fee. i.e. a factor of the DSA (2XDSA) . The UN DSA rate may be used as a baseline to establish the nominal fee.

  • Employees of Civil Aviation Authority – it was suggested that nominal fees

would not apply (for the sake of regional cooperation), however, consideration must be made to the (home State) expert for the time spent to prepare themselves for the mission. Further research into this will be required. This would also apply to:

  • Other than CAA employees (i.e. retired employees, consultants)
  • Getting an expert outside the COSCAP SA region

ACTION OF THE SC:

  • The SC requested the CTA to conduct further research into this to determine what
  • ther COSCAPs and/or ICAO organizations do in order to deal with DSA and

nominal fees accordingly. This would be further discussed at the DGCA Conference Side Meeting in August 2016.  A discussion took place in regards to the recruitment of a Regional Airworthiness Expert for the COSCAP SA Programme. DGCA India confirmed that a person has been nominated and should be in place 2-3 weeks from now (once government approval has been received). This person shall reside in his home base (India) and will be available to travel to support other Member States as required. ACTION OF THE SC:

  • The SC thanked the DGCA India and accepted her kind offer. It was also agreed

that the SC might review the arrangements again if things don’t work out as planned.  The CTA advised the SC that Phase I of the South Asia Capacity Building Matrices (SACBM) has been completed. Subject to the SC’s approval of the SACBM Qualification Criteria, she would commence Phase II of the project. Phase II of the project would involve measuring Member State Inspectors/officers vis a vis the qualification criteria with Sri Lanka being the first State to undergo the measurement accordingly. ACTION OF THE SC:

  • The SC approved the SACBM Qualification Criteria and advancement into Phase

II of the project. Sri Lanka DGCA approved the CTA’s request to start measuring Sri Lanka’s Inspectors/Officers the week after the DGCA conference.

 The CTA advised that she had not received any updates from the Member States in regards to their AIG status. Therefore, Member States provided the following updates accordingly:

  • Pakistan – AIG separated from the CAA hence no longer under Civil
  • Aviation. Issue resolved.
  • Sri Lanka – proposing an amendment to the Civil Aviation Act to separate the

AIG from CAA. They are also establishing an independent AAIB

  • Bhutan – Act is being revised. Last month it passed through lower house and

in December it will go through the Upper house. However, Bhutan requires an MOU with India. A letter (to establish an MOU) was submitted 8 months ago to the Indian Embassy (in Bhutan) but no news as of yet. Bhutan will provide a copy of the letter to DGCA India for her action/follow-up.

  • Bangladesh – is in the process of amending their Act to segregate AIG from

the CAA.

  • India – AAIB also segregated from the Authority. Act is being amended to

include a panel of expert to conduct investigations in different areas.

  • Nepal – AIG still not separated.
  • Maldives – still not fully separated because funding provided by the CAA.

Cooperative MOU with India many years ago (1997) exists. Maldives CAA to provide a copy to DGCA India.  The relocation of the COSCAP SA to Paro, Bhutan took place on May 27, 2016. However many problems occurred when trying to relocate the COSCAP SA programme vehicle from Bangladesh to Bhutan. These difficulties originate from the National Board of Revenue (NBR) of Bangladesh and also in obtaining a road permit from India. ACTION OF THE SC:

  • SC decided that the CAA of Bangladesh should look into having the vehicle

auctioned off (as per UN rules/processes). The CTA was requested to contact ICAO TCB to determine the process to procure a new vehicle. In the meantime the CTA has been authorized to rent/lease a vehicle until a permanent vehicle is

  • btained.

 The CTA advised that the ICAO APAC office had send a letter of invitation to Afghanistan to become member of COSCAP SA. She had also attempted to contact Afghanistan on several attempts but to no avail. ACTION OF THE SC:

  • The SC decided that Afghanistan still played an important role in Air Navigation

in South Asia and further attempts must be made to bring them on board. ICAO APAC Regional Office should approach Afghanistan again to encourage them to become members of COSCAP SA. CTA to coordinate with the RO.

SC25-3 - Phase IV Programme Progress Report (DP2)  The CTA provided updates on the objectives of Phase IV of the Programme Document.  The CTA advised that a new COSCAP SA Website was being developed with the following points:

  • All course material to be posted on the website
  • All old website material will be retained and archived
  • New website is being developed by BCAA but hosting to be determined.
  • Maldives offered assistance if required.

ACTION OF THE SC:

  • The SC decided that COSCAP SA courses should be delivered within COSCAP

SA sub region to the maximum extend possible. Other COSCAP SA member States can be invited to attend the course accordingly. This will ensure maximum participation of all COSCAP SA member States. Note: holding the courses in Bangkok (or Beijing) will only permit Member States to send 1-2 participants.

  • SSP Implementation course, which is scheduled to take place from November 7-

11, 2016 in Bangkok, has been verified to include the latest ICAO amendment.

  • Airbus and Boeing should be encouraged to support courses that are delivered

within the COSCAP SA region.

  • Sri Lanka’s SMS basic course to be delivered earlier in the fall 2016. CTA will

coordinate with Sri Lanka new course dates.

  • The process to become a certified “ICAO” instructor is much too cumbersome and

lengthy and should be brought forward as an agenda item at the upcoming Assembly.

  • Priority 5 – USOAP CMA:
  • More focus to be made on assisting States in their USOAP CMA.
  • COSCAP Experts should combine their mission to review the State

USOAP CMA as applicable in their area.

  • Individual State problem areas should be handled by the State. CTA to

look for areas of commonalities.

  • Priority 5 to be changed to a high priority
  • States need to support each other on meeting PBN objectives. Member States

should also take advantage of the ICAO FPP.

  • Additional training to be delivered for other areas such as AGA, ANS and AIG.

SC25-4 - Regional Aviation Safety Team Report  The CTA presented the new recommended SARAST structure to the SC for approval as such:

  • Duration of SARAST: Two days long minimum
  • Timing: 1-2 months prior to APRAST
  • Frequency: twice a year to fit with APRAST schedule
  • For the nomination of participants, the CTA would advise the NC of the up

coming SARAST meeting. The NC would provide suggested names of

participants to the CTA who would then prepare a letter of invitation (to the DGCA) suggesting that those participants attend. ACTION OF THE SC:

  • Frequency of travel may be difficult for some governments. Therefore the SC

decided that the SARAST meeting is to be held once a year (face to face) supplemented by a teleconference (6 months thereafter). Teleconference can be initiated from Bhutan.

  • Due to the administrative setup of States, the SC decided that while drafting

the SARAST invitation letter to Member States, the CTA should only recommend that participants be conversant with the subject matter in order to ensure continuity. SC25-5 - Annual Work Programme (DP4)  The Annual Work Programme was presented which consisted of four key elements being the Annual Work Plan, Aviation Safety Team Meetings, Technical Assistance and Training.  Member States were urged to address the following USOAP CMA areas:

  • The resolution of Significant Safety Concerns;
  • The amendment, as needed, and implementation of Corrective Action Plans

(CAPs);

  • The completion of the self-assessments, including the uploading of the relevant

evidence on the USOAP CMA Online Framework.  Member States were urged to initiate or continue to make progress in their SSP.  Member States were urged to continue to make progress in their SMS implementation.  Technical Assistance and training work plan methodologies were presented to the SC.  The delivery of high priority courses that were identified in 2015-2016 will be delivered on target (end of December 2016) with the exception of Airworthiness courses;  Airworthiness courses have been coordinated with EASA for their implementation. If the EU South Asia project is unable to deliver these courses (on a timely basis), the CTA will initiate the sourcing of these courses outside the EU SA Project. ACTIONS OF THE SC:

  • The SC reviewed and approved the Annual Work Programme as presented by the

CTA.

  • The SC requested that the CTA:
  • Confirm the sourcing and dates of the courses as soon as possible so that

Member States may include them within their own State Annual Training Plan

  • Make available the course material on the COSCAP Website for Member

State usage

  • Develop with the assistance of the NCs course outlines including any

prerequisites (to assist Member States with their training plans)

  • Have the courses/workshops delivered within the Member States of

COSCAP SA (versus Bangkok and/or Beijing) SC25-6 - Programme Contributions and Budget 2016-2016 (DP5)  The CTA presented the status of the COSCAP SA contributions and budget 2016- 2017 to the SC:

  • Contributions are nearly up to date. Nepal and Sri Lanka have taken action on

previous outstanding contributions.

  • ICAO Letters requesting contributions were send out to Member States mid

July 2016 for their action. Bhutan has already paid their 2016 contribution.

  • Airbus has confirmed that donated funds may be utilized on courses/activities

that have already been approved by the SC on the Annual Work Plan. No additional approval will be required. ACTIONS OF THE SC:

  • The SC took note of the contributions and budget and
  • Urged Members who have not yet made their contribution for 2016/2017

to make the necessary transfer of funds;

  • Urged Members with arrears to make payment as soon as possible so that

the Programme may continue to implement the work programme and provide assistance; and

  • Encouraged its Donors and Safety Partners to continue their contributions

to COSCAP-SA, as these are vital to the success of the Programme.

  • Encouraged Boeing and Airbus to donate and support courses/activities

that are held within Member States (South Asia).

  • Requested that Airbus and Boeing clarify in writing their “criteria for

donations” and their financial process for the usage of allocated funds

  • The SC approved the 2016-2017 budget.
  • The SC requested the CTA copy the Chairperson of COSCAP SA on missions

(MTRs) and courses that will be undertaken as per the Annual Workplan. Any activity outside the AWP will require approval from the Chairperson of COSCAP SA. SC25-7 - CTA Participation on ICAO CAT Missions  ICAO APAC office sent a letter dated April 8th, 2016 to the Chairperson COSCAP SA requesting to assign the CTA of COSCAP SA for ICAO Combined Action Team (CAT) missions. ACTION OF THE SC:

  • The SC decided that due to the CTA’s significant workload towards COSCAP SA

priorities, her participation at the ICAO CAT missions would not be possible.

  • The CTA will email a copy of this letter to the Chairperson for her action.

  • f Tourism, Mr. Hussain Lirar, who opened the session. Mr. Hussain Lirar welcomed all

participants and introduced his opening address to the group. A group photo was taken followed by a tea break. SC25-8 Introduction of General Session Participants  Among the Member State Delegates and CTA from the Closed Door Session, participants included the following representatives:

  • ICAO HQ
  • ICAO APAC RO
  • DGCA FRANCE
  • FAA
  • EASA
  • AIRBUS
  • MALDIVES CIVIL AVIATION AUTHORITY
  • MALDIVES AVIATION INDUSTRY

SC25-9 - Adoption of the Agenda (General Session)  The CTA introduced the agenda (General) which was adopted by the SC SC25-10 – COSCAP SA Member State Summaries  Each Member State presented a State summary with the exception of the Maldives who presented the following day. ACTION OF THE SC:

  • The SC acknowledged and thanked all presenters for their excellent State

summaries.

  • The SC requested that the CTA develop a standard format to be followed by each

Member State for their summaries in order to ensure standardization. SC25-11- CTA presentation of the COSCAP S Core Discussion Papers  The CTA presented the same core discussion papers that had been presented the previous day during the closed-door session.  No additional comments were introduced other than the following:

  • Emphasis on the courses to be conducted within the COSCAP SA region
  • ICAO HQ to confirm the status of the ICAO EDTO course/workshop
  • ICAO HQ advised that it is offering an SMS Practitioner Course for Member
  • States. This course can be delivered within Member States. There are two

parts to this course:

  • Part I - CBT Training
  • Part II - Classroom Instruction
  • There are costs associated for taking both parts of the course.
  • CTA will obtain more information on this course and advise the SCM

accordingly

  • Airbus to provide in writing their new financial process vis a vis the utilization
  • f donated funds. This would also be shared with COSCAP NA and SEA. In

the meantime Airbus requested that the following procedure be followed:

  • Provide a copy of the latest approved AWP prior to spending funds
  • At the end of the year, provide a summary of related expenditures
  • Allow Airbus to send their trainers as deemed applicable
  • The Chairperson of COSCAP SA will follow up with Boeing accordingly.
  • Once the SACBM project has matured to the implementation stage (next

year), an Information Paper should be presented to the 54th DGCA Conference (in Mongolia) to share this significant undertaking. SC25-12- ICAO HQ Presentations: Presenter: Mr. Michiel Vreedenburgh, Chief Aviation Safety Implementation Planning and Support, Air Navigation Bureau, ICAO  PPT Presentation:

  • Global Safety Update PPT was presented to the SCM

  • ICAO Support for State Implementation of Performance Based Navigation

(PBN) in COSCAP SA States 1 - UPDATE OF THE GLOBAL AVIATION SAFETY PLAN (GASP) (DP 7) Summary:  The Global Aviation Safety Plan (GASP, Doc 10004), while providing the strategic direction for the technical work programme of ICAO in the field of safety, serves as planning and implementation guidance for the Regional Aviation Safety Groups (RASGs), RSOOs, COSCAPs, States and industry.  In line with the established GASP update process, the GASP is reviewed by ICAO every three years. The proposed 2017-2019 edition of the GASP reflects changes made pursuant to the recommendations of the 38th Session of the Assembly (A38), as well as those of the Second High-level Safety Conference 2015 (HLSC 2015). It includes the newly developed global aviation safety roadmap (GASR). It also contains updates made to improve the document while maintaining its stability for ongoing implementation.  This paper presents for information the latest version of the proposed draft 2017-2019 Edition of the Global Aviation Safety Plan (GASP) in Appendix A. The proposed 2017-2019 edition of the GASP was approved by the Council during its 208th Session in May 2016 and will be presented for endorsement at A39 (27 September – 7 October 2016). ACTION OF SC:

  • The SC adopted the paper. Further discussion will take place at the Assembly

2 - ENHANCING SUPPORT FOR SAFETY MANAGEMENT IMPLEMENTATION (DP8) Summary:  The first amendment to Annex 19 was adopted by the ICAO Council on 2 March 2016 and will become effective on 11 July 2016 with an applicability date of 7 November 2019. A summary of the changes introduced are outlined in this working paper.  ICAO is working on the following tasks to enhance the support for the implementation of State Safety Programmes (SSPs) and Safety Management Systems (SMS) :

  • a revision to the Safety Management Manual (SMM) (Doc 9859);
  • an update to the ICAO Safety Management website;
  • an update to the ICAO Safety Management Standardized Training

Programme; and

  • an update to the iSTARS SSP Gap Analysis tool and a new SMS Gap

Analysis tool.  Additional plans include the delivery of a webinar in July 2016 to communicate ICAO’s enhanced support of safety management implementation and the delivery of

three regional symposia, followed by a series of regional safety management seminars, commencing early 2018.  The plans for updating and including the SSP-related protocol questions in the scope

  • f USOAP activities have also been agreed based on the implementation support

plans outlined above. ACTION OF THE SC:

  • The SC requested that the CTA look into the ICAO Practitioner course to

determine its associated costs and if it can be delivered within the South Asia region.

  • The SC indicated that Member States would be required to determine if their own

Train Air Plus instructors (if applicable) are qualified to deliver the practitioner course. 3 - PROGRESS REPORT ON THE IMPLEMENTATION OF THE ICAO UNIVERSAL SAFETY OVERSIGHT AUDIT PROGRAMME CONTINUOUS MONITORING APPROACH (DP9) Summary:  This paper provides a progress report on the implementation and activities of the Universal Safety Oversight Audit Programme Continuous Monitoring Approach (USOAP CMA) during 2015, and planned for 2016 ACTION OF THE SC:

  • The SC adopted the recommendations

4 - CONSIDERATION OF THE POSSIBLE ESTABLISHMENT OF A REGIONAL ACCIDENT AND INCIDENT INVESTIGATION ORGANIZATION (RAIO) FOR COSCAP-SA STATES (DP10) Summary:  The ICAO Universal Safety Oversight Audit Programme (USOAP) findings in the area of AIG for COSCAP-SA States shows an average EI of 38%. The average EI is 34% for the 5 PQs directly related to States’ establishment of an organizational structure for the investigation of aircraft accidents and serious incidents and/or use of

  • ther experts or arrangement with other organizations to investigate accidents and
  • incidents. These findings have been associated, in general, with a lack of resources,

both human and financial. Other deficiencies are related to lack of appropriate legislation and regulations, lack of a training system for investigators and lack of equipment to conduct investigations.  Establishment of a Regional Accident and Incident Investigation Organization (RAIO) for COSCAP-SA States could provide economies of scale by allowing the pooling and sharing of required resources which would allow States with insufficient resources to undertake effective investigations, thus fulfilling their obligations under Article 26 of the Chicago Convention. ACTION OF THE SC:

  • The SC decided that Member States were not prepared to adopt the RAIO

initiative because good progress has been made among Member States in AIG accordingly.

  • The SC requested that the CTA look into the possibilities of organizing a

COSCAP SA member State AIG workshop in order to share experiences and best practices 5 - ICAO SUPPORT FOR STATE IMPLEMENTATION OF PERFORMANCE- BASED NAVIGATION (PBN) IN COSCAP-SA STATES (DP11) Summary:  This paper identifies the status of PBN implementation in the COSCAP-SA sub- region in relation to Assembly Resolution A37-11, the ICAO implementation support that is available to States and recommends action by the COSCAP-SA Steering Committee ACTION OF THE SC:

  • The SC adopted the recommendations

SC25-13 – The Maldives – Country Summary presented by Mr. Abdulla Mohamed, Director Airworthiness, Maldives Civil Aviation Authority Summary/Outline:

  • A Country summary was provided to the SC covering the following topics:
  • Background to Maldives
  • Activities within the last one year
  • Infrastructure
  • Capacity Building
  • Regulatory Framework
  • Update of the Flight Operators rulemaking project

ACTION OF THE SC:

  • The SC acknowledged and thanked Mr. Abdulla Mohamed for his excellent

country summary. SC25-14 – Bangladesh Initiative on the Strategic Objectives of ICAO Global Aviation Safety Plan (GASP) Presented by Mr. Prasant Kumar Chakraborty, Deputy Director, Project Manager – AOC Flight Safety and Regulations, Civil Aviation Authority of Bangladesh Summary:  The Objective of this Information Paper is to highlight the initiatives taken by Bangladesh to address the Strategic Objectives of the ICAO GASP: Target Near Term. ACTION OF THE SC:

  • The SC acknowledged and thanked Mr. Prasant Kumar Chakraborty for his

excellent presentation.

SC25-15 - EU-South Asia Aviation Partnership Project (IP2) Presented by Mr. David Waller, Technical Cooperation Regional Manager, European Aviation Safety Agency (EASA) Summary:  This paper recalls the upcoming EU-South Asia Aviation Partnership project. It invites the COSCAP-SA Member States to identify specific areas of bilateral and regional cooperation that the project should support. ACTION OF THE SC:

  • The SC acknowledged and thanked Mr. David Waller for his excellent

presentation SC25-16 - EASA Activities on Unmanned Aircraft (Drones) (IP3) presented by Mr. David Waller Summary:  This paper provides an overview of EASA’s activities on unmanned aircraft (drones). It describes the EASA Technical Opinion, the roadmap to roll-out the “operation- centric” concept for an unmanned aircraft regulatory framework, the actions put in place by EASA/the EU and information on how risks will be controlled for the “open” category. ACTION OF THE SC:

  • The SC acknowledged and thanked Mr. David Waller for his excellent

presentation SC25-17- Regulations on Certification of Water Aerodromes (PPT) Presented by Ms. CJ Collins, FAA Senior Representative to South Asia Summary/Outline:

  • ICAO Water Aerodromes Small Working Group
  • Highlights of the Sample APAC Regulations for Water Aerodromes

ACTION OF THE SC:

  • The SC acknowledged and thanked Ms. CJ Collins for her excellent presentation

NOTE: ALL PRESENTATIONS/PAPERS ARE AVAILABLE ON THE COSCAP SA WEBSITE SC25-18 – Next 26th COSCAP SA SCM Chairperson and Venue  As per the COSCAP SA IFAPM, the Chairmanship of the COSCAP SA SCM is rotated every 2 years alphabetically (by State). Therefore the next Member State DGCA to take the chair would be the DGCA of the Maldives.  Due to the fact that the year 2017 would involve the last year within Phase IV of the Programme Document phase, the next SCM would be of prime importance. Decisions will have to be made by the SC to either extend Phase IV for a few more years, create

  • The SC decided tat the next venue would be held in Nepal sometimes during the

fall months of 2017 (September/Ocober). The DGCA of Nepal will work it out with the CTA accordingly.

  • The Chairperson thanked the Maldives Civil Aviation Authority for a great venue

and all participants for their attendance. The meeting adjourned at approximately 1630.
