  11. Where We’re Heading • Selection of the Locally Preferred Alternative (LPA) – Project to seek final environmental clearance – Project to be engineered for construction – Meets FTA’s “New Starts” funding guidelines – Fiscally constrained (i.e. can be built and operated within projected funding) – Phasing plan

  12. Funding/Timing Considerations • LRTP/Measure R Funding – $4.2 billion over approximately 30 years for the Westside Subway Extension • 30/10 Initiative: LA Mayor Villaraigosa’s proposal to fund the Measure R transit projects in 10 years – Investigating ways to accelerate funds – Doesn’t change projects in LTRP/Measure R – Changes timing of their implementation – No Metro Board position at this time

  13. Purpose of Tonight’s Meeting • Recap of station information meetings • Review & update on FTA’s “New Starts” evaluation criteria • Ridership information

  14. Review of Input from Station Information Meetings • Station evaluation considerations Station evaluation considerations - Connectivity to – Constructability destinations – Pedestrian access/ - Subway alignment in/ circulation out of station – Pick up/drop off locations - Willing property owner – Bus layover • All stations being evaluated without All stations being evaluated without dedicated dedicated parking parking • Options will be carried through Draft EIS/EIR Options will be carried through Draft EIS/EIR

  15. Wilshire/Crenshaw Station (Optional) • Public divided on need for station • Station spacing issue • Limited density around station • Crenshaw LRT not planned to extend north of Expo LRT • Even without station, construction staging to occur on Metro-owned property • Limited ridership loss without the station • March 17: Community meeting Within Adopted LRTP/Measure R F Within Adopted LRTP/Measure R Funding unding

  16. Wilshire/La Brea Station • Portal on northwest corner, Metro-owned property • Station should connect to south side of the street • Potential future developments should have portals • Construction staging should be on or adjacent to Metro property • Bike amenities needed at this station Within Adopted LRTP/Measure R F Within Adopted LRTP/Measure R Funding unding

  17. Wilshire/Fairfax Station • Public preference for station box centered across Fairfax • Construction area should be adjacent to Johnie’s • Additional portals on south side near A&D Museum • Working with LACMA on potential portal Within Adopted LRTP/Measure R F Within Adopted LRTP/Measure R Funding unding

  18. Wilshire/La Cienega Station • Public preferred station on east side of La Cienega • Options for connections to a future West Hollywood line: – Could be built as a transfer station for West Hollywood Line but: • Station would have to be west of La Cienega • It would result in longer travel time & lower ridership for West Hollywood Line – Potential connection structure could be built west of station. Transfer would occur at Wilshire/Rodeo Within Adopted LRTP/Measure R F Within Adopted LRTP/Measure R Funding unding

  19. Wilshire/Rodeo Station • Move station closer to Rodeo • Additional portal locations suggested • Challenging area to identify construction staging location Within Adopted LRTP/Measure R Funding

  20. Century City Station • Strong support for station at Constellation • Need for good drop-off location • Discussions with property owners about portal locations • Ridership higher at Constellation than Santa Monica • February 2: Lunchtime open house Within Adopted LRTP/Measure R F Within Adopted LRTP/Measure R Funding unding

  21. Westwood/UCLA Station • Public comments on station location split between: – Off-street at UCLA parking lot – Under Wilshire at Westwood Boulevard • Construction impacts less for off- street site • Shuttle system to UCLA will be important • Desire for portal on south side of Wilshire • Working with UCLA Within Adopted LRTP/Measure R Funding

  22. Westwood/VA Hospital Station • Compatibility of design with VA campus • Design for physically challenged important • Need convenient bus-rail connections • Pedestrian access and shuttles important • Public interest in parking at this station Within Adopted LRTP/Measure R F Within Adopted LRTP/Measure R Funding unding

  23. Wilshire/Bundy Station • Public desire for parking • Portals should be located west of Bundy • Good transit connections to Expo LRT Beyond Adopted LRTP/Measure R F Beyond Adopted LRTP/Measure R Funding unding

  24. Wilshire/26th Street Station • Public liked station location • Portals on south side preferred • Good transit connections to Expo LRT Beyond Adopted LRTP/Measure R F Beyond Adopted LRTP/Measure R Funding unding

  25. Wilshire/16th Street Station • Provides convenient linkage to hospital • Good transit connections to Expo LRT Beyond Adopted LRTP/Measure R F Beyond Adopted LRTP/Measure R Funding unding

  26. Wilshire/4th Street Station • Consider connecting with Exposition LRT • Desire for portals on both sides of Wilshire • Public suggested parking be provided for commuters at this end station Beyond Adopted LRTP/Measure R F Beyond Adopted LRTP/Measure R Funding unding

  27. Hollywood/Highland Station • Transfer station between Red Line and West Hollywood Line • Station needs to have multiple entrances • Consider one near Hollywood High School • Consider bike amenities • Parking lots behind Hollywood Boulevard buildings could be good for construction staging Beyond Adopted LRTP/Measure R F Beyond Adopted LRTP/Measure R Funding unding

  28. Santa Monica/La Brea Station • Consider bike amenities • Support for “West Hollywood Gateway” portal • Portal on northeast corner is not desirable Beyond Adopted LRTP/Measure R Funding

  29. Santa Monica/Fairfax Station • Need for good pedestrian access from multiple sides of streets • Community prefers southeast corner for portal Beyond Adopted LRTP/Measure R F Beyond Adopted LRTP/Measure R Funding unding

  30. Santa Monica/San Vicente Station • Station is located as close to San Vicente as possible to allow curve to the south • Interest in additional portals to access Pacific Design Center and La Cienega • Opportunity for transit oriented development Beyond Adopted LRTP/Measure R Funding

  31. Beverly Center/3rd Street Station • Public desire for portal near Cedars-Sinai Hospital • Public identified intersection as not pedestrian friendly Beyond Adopted LRTP/Measure R Funding

  32. FTA’s “New Starts” Evaluation Criteria • FTA continues to evaluate for: – Mobility improvement – Transit supportive land use policies & conditions – Cost effectiveness – Project feasibility – Equity – Environmental considerations – Public acceptance • But weighting of criteria has changed

  33. Competing for “New Starts” Funds under New FTA Evaluation Rules • Increased emphasis on land use and economic development potential • Reduced emphasis on cost effectiveness Yet . . . • Process is more competitive as new rules allow more projects to compete • Project must still be strong across all evaluation criteria

  34. Early Performance Analysis • Tonight: Preliminary ridership data for alternatives • Not available tonight: – Cost estimates Working to finalize Will be available at June – Transit user benefits update meetings – Cost effectiveness • Technical evaluation continues • Public input continues
